Description
This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Campbell Scientific is the only known source capable of meeting the Gov ernment’s requirement due to the patents they hold for several feature functions. These items are to be compatible with the following Campbell Scientific existing equipment. The Environmental Laboratory has State-of-the-Art Automated Field Stations, Sensors and accessories that supports our comprehensive Environmental Research Program and consists of Campbell Scientific Field Stations (i.e. Data Loggers) Suite-of Sensors, namely air temperature, relative humidity, solar flux, soil moisture, etc. and s ystem accessories such as towers, calibration software and data processing software for generating rapid (daily) sensor parameter verse time graphics for multiple field stations/sensor system deployments. Additional equipment is needed. The purchase of non -compatible equipment will adversely impact the Automated Environmental Monitoring Capability. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 4:00 CST on 24 February 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Cindy.a.prescott@mvk02.usace.army.mil with solicitation number referenced in the subject line.
