- Description
- This posting is to notify all interested parties of the issuance of solicitation number DG133E-04-RP-0014, Engineering Mission Operations Support Services II (EMOSS II). The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) Acquisition Management Division is issuing solicitation number DG133E-04-RP-0014. The solicitation is attached with this posting in two formats: WordPerfect and Adobe Portable Document Format (PDF). This is a cost-plus-award-fee type contract for spacecraft and ground system engineering support, engineering configuration management support, and support for future satellite programs. The requirement contains a base years consisting of twelve months and four option years consisting of twelve months each. There will be a Phase-In period prior to the commencement of the Base Year. The Phase-In period will consist of two months. There will be a Phase-Out period that will occur the last two months of the last year of the contract. The NAICS code is 541330 and the size standard is $4 mil. This is not a small business set-aside. PLEASE READ THE SOLICITATION THOROUGHLY. Section C contains the Statement of Work. Section F.5 identifies the contract deliverables. Sections H.17 and H.18 contain new Department of Commerce requirements regarding information technology security. Section I.1 includes Federal Acquisition Regulation (FAR) clause 52.204-7, Central Contractor Registration. If you have not yet done so, please register at www.ccr.gov. FAR clauses can be retrieved in full text from www.arnet.gov/far. The solicitation contains six attached documents. The attached documents are listed in Section J of the solicitation and contains the cost template in Attachment J-2 that should be completed and submitted with your proposal. Please pay specific attention to Section L that contains the instructions for completion and submission of your proposal including the submission of the four volumes outlined therein. Offerors that are not small business shall submit a Small Business Subcontracting Plan in accordance with the solicitation instructions. The evaluation factors are contained in Section M.
