- This is an amendment to Pre-solicitation Notice; Reference Number F60252331350100 posted 20 May 2003. The purpose of this amendment is to change date projections and provide additional information. The classification code has been corrected to read as follows: M - Operation of Government Dining Facility. The 11th Contracting Squadron at Bolling AFB, DC is planning to issue a Request for Proposal (RFP) for Full Food Services. Required services include complete operations and management of a single, full food service, dining facility. The successful contractor will be required to provide all personnel, supervision, transportation and materials necessary to perform full food services. Contractor tasks include, but are not limited to, dining facility management, all cooking and food preparation, subsistence and material handling, serving, replenishing food cleaning facilities and utensils, bussing dining area tables, cashier services, and training. The projected start date is 1 April 2004. The period of performance will include one Base Period of performance, from 1 April 2004 through 31 March 2005. The contract will include a 15-day phase in period starting on or about 16 March 2004. In addition, the contract period of performance will include four one-year option periods. If determined to be in the best interest of the Government, options will be exercised each fiscal year. A commercial, firm fixed price, contract type is contemplated. The solicitation shall be issued as a RFP for commercial services, utilizing acquisition of commercial items, under Federal Acquisition Regulation (FAR) part 12 and 15 as supplemented. This acquisition is a competitive 100% small business set aside in accordance with the Small Business Act, combined with participation of the Government of the District of Columbia Licensing Agency, Blind Enterprise Program, under the Randolph Sheppard Act. Award will be made to the District of Columbia State Licensing Agency (SLA) in accordance with Randolph Sheppard Act Directives, if the SLA’s respective offer falls within the competitive range. All small businesses are welcomed and encouraged to submit an offer. The Government will not pay for any information submitted in response to this notice. The RFP is planned to be posted on the Government Electronic Posting System (EPS) World Wide Web site (http://www.eps.gov) on or after 23 Jan 2004. The solicitation will only be available by electronic means from Fed Biz Ops. NO PAPER COPIES OF THE SOLICITATION PACKAGE WILL BE ISSUED. The estimated award date is 19 March 2004. **NOTE: ALL PROSPECTIVE OFFERS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION BY THE PROPOSAL DUE DATE IN ORDER TO BE CONSIDERED FOR AWARD.
