Description
The U.S. Department of Energy (DOE) Richland Operations Office (RL) is conducting a market survey to identify small businesses capable of providing workers' compensation claims services at the Hanford Site, in Washington State. The contractor will provide services in the processing of workers' compensation claims for certain covered Site contractors The NAICS code is 524292, Third Party Administration of Insurance and Pension Funds, with a size standard of $6 million. The purpose of the workers' compensation program at the Hanford Site is to provide for appropriate medical care, make benefit payments in a timely manner, minimize disability, and return injured and/or ill employees to the job of injury, suitable employment within the Hanford Site or other gainful employment. The program will be administered to preserve the assets of the Government and it's covered Site contractors. It is the Government's policy to pay full benefits as required by Washington State law. The contractor will deliver benefits in keeping with the rates prescribed in the workers' compensation laws of the state of Washington. This is a market survey for written information only at this time. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. DOE RL anticipates the RFP release date in April 2004. It is anticipated that the Contractor will be required to maintain its facility in the city of Richland, Washington. However, if a firm believes that the services may be performed from a location other than Richland, WA, they may state the rationale for an alternate location. The statements of capability are not intended to be proposals; but for market research purposes. Businesses are requested to submit a statement of capability including the following information: 1) name of firm including address, 2) point of contact (name, telephone number and e-mail address), 3) small business size status to include whether the small business is an 8(a), women-owned, small disadvantaged, Historically Underutilized Business Zone (HUBZone) certified, veteran-owned, and/or service-disabled veteran-owned small business concerns, 4) relevant experience of the firm within the last five years to the requirements of this acquisition, 5) capabilities of the firm to perform the contemplated work, 6) the name/type of software utilized to process claims, 7) experience/familiarity with DAVID/renaissance software which is the current software being utilized and a statement whether or not your firm would anticipate utilizing this software or transitioning the claims to other software. All responses to this notice should be provided electronically not later than 4:00 PM Pacific Time, February 25, 2004, via IIPS to Stacie_L_Sedgwick@rl.gov or mailed to U. S.
