Description
This is a modification to a sources sought announcement issued in FBO on 10 Feb. 2004. The entire synopsis is restated herein for convenience. Questions concerning this synopsis should be e-mailed to the following address using the subject line "TWR/SC Synopsis Question", piaseckisv@navsea.navy.mil . The Naval Sea Systems Command seeks information from builders/manufacturers of boats and craft that currently have designs that meet, or can be modified to meet the requirements indicated herein. The requirement is for one High Speed Torpedo Weapons Retriever/Security Craft (TWR/SC) to be delivered to Keyport, WA eighteen (18) months after contract award. Program Overview: Naval Undersea Warfare Center Division, Keyport, WA will use the TWR/SC in dual roles as both a torpedo weapons retriever and as a security craft. As a torpedo weapons retriever, it will be used for the s upport of production acceptance testing, post overhaul proofing, and engineering evaluations of R&D and in-service undersea warfare weapons, vehicles, and systems. In its role as a security craft, it will provide security while on the Pacific Northwest Range Complex. General Requirements: The proposed craft must be capable of safely recovering weapons, as well as the launch and recovery of mobile targets with towed arrays in environmental conditions through sea state 3 and safe transit through sea state 5. Of paramount importance are good sea keeping, ergonomic and maneuverability characteristics while operating at slow speed and while dead in the water for periods of up to 8 hours and in all conditions of loading. Must be capable of recovering and handling MK 48 and smaller torpedoes and launch and recovery of MK 30 targets. The craft must also be capable of fulfilling the mission of a security craft. Craft must have ample sheer protection to minimize hull damage that might occur as a result of a “shouldering” security operation. The craft is to meet the minimum requirements of the applicable American Bureau of Shipping (ABS) rules. Certificate of inspection by U.S. Coast Guard (USCG) shall be fulfilled. There are no MilSpec or Shock Requirements. Specific Requirements: DIMENSIONS: Length overall - Maximum 90 ft; Breadth - Minimum 18 ft, Maximum 23 ft; Draft - Shall not exceed 6 ft in the fully loaded condition. SPEED: 20+knots. RANGE: A minimum of 1000 nautical miles range @ 20 knots and a minimum of five days endurance are required. PROPULSION: Diesel inboard. ELECTRICAL: Two diesel generator sets to accommodate ships service loads and large portable range equipment. They should be capable of parallel operations and each capa ble of full load. SANITATION: Onboard systems designed for zero discharge for black and grey water and will include a class III marine sanitation system. SECURITY: Two (2) tripod MK 58 machine-gun stands. Police type light bar with security lights, loudhailer and siren. ACCOMODATIONS: Accommodations for a crew of six (6) plus six (6) passengers. Berthing and messing for a maximum crew of six (6) with appropriate common facilities for a combined male/female crew (uni-sex shower, toilet, and sink). Staterooms must be expandable. Mess is to have seating for six (6). Galley area is to consist of refrigerator/freezer, oven with cook top/grill, and sink. CARGO CAPACITIES/ARRANGEMENTS: Storage capacity for four heavyweight (21 inch diameter, 21-foot long, 3500 pounds) torpedoes (not stacked), or equivalent numbers of other weapons and mobile targets. Minimum space of 12 inch es between stowed weapons. A clear working deck area is required for rigging of systems to be deployed. Access to all areas of the retrieved torpedo is required for a variety of post firing actions including a freshwater wash down. A clear view of the aft facing working deck from the main control station or from a remote control station is required. Pilothouse area is to accommodate both crew and range operations personnel with areas for piloting, navigation, and special instrumentation. MISCELLANEOUS REQUIREMENTS: Working deck freeboard (including bulwark or waterway) of five feet or less is desirable to facilitate the launching and handling of mobile targets, towed arrays, and installation of nose cages on torpedoes. Deck reinforced to support MK 30 Target Multi Launcher, Anti-Torpedo Countermeasure Launcher, and Universal Winch. To accommodate utilization of the MK 3 0 target multi launcher, no portion of the craft shall extend beyond the transom. An installed foundation support to accommodate a flat deck cover over the retrieval ramp. Powered winch(es) capable of hauling a 3500 pound torpedo up the torpedo rollers on the ramp. Electronic Equipment Compartment minimum 12 ft x 12 ft or minimum 144 sq. ft. Auto Pilot capability. Radar equipped with Electronic Chart Display Information System (ECDIS). Moon Pool, 15 inches diameter for deploying three-dimensional tracking systems. Deck crane with a capacity of between 600-800 pounds to be mounted mid-ships to provide support over the 15 inch moon pool. Characteristics of equipment to be supported: UNIVERSAL WINCH: Electrical Requirement - 45 Amps of 440 VAC 3 phase. Weight of the winch - 5200 lbs. Footprint - Approx. 7 feet Wide X 9 feet Long. Location - Either at the stern of th e craft to deploy a system off the transom, or amidships (port or starboard) to deploy a system over the side of the craft. Mk 30 TARGET MULTI LAUNCHER: Electrical Requirement - 30 Amps of 208 VAC power cable is a Thomas Betts Cat. No. 9P33U2 30A 250VAC Plug. Weight of the Launcher - 2000 lbs. Weight of the launcher with full load of targets (3) - 12500 lbs. Footprint - Approx. 18 feet Wide X 12 feet Long. Location - At the stern of the craft to drop the mobile target over the transom. ANTI-TORPEDO COUNTERMEASURE LAUNCHER: "Area of high loading" approx. 3 feet Wide X 5 feet Long able to withstand vertical loads of 11,000 lbs. "Area of low loading" approx. 3 feet Wide X 8 feet Long needs to carry 1,000 lbs, but should also include attachment points. The horizontal loads will not exceed 11,000 lbs. Location - Near the side of the craft so that the vehicle can be deployed over board. RESPONSE SUBMISSION: Interested contractors shall submit responses summarizing the proposed concept for the High-Speed Torpedo Retriever/Security Craft. The information of interest includes new design or existing craft, designs, and concepts of particular applicability to obtaining the desired characteristics and materials. Companies with existing or new craft design or concept that address these characteristics are encouraged to respond. In addition, respondents must indicate if their company is a large or small business under NAIC 336612 (SIC 3732). Submission of responses will not be compensated. Responses are requested NLT 03 March 2004. NOTE: Information provided in response to this synopsis shall not be disclosed outside the U.S. Government and shall not be duplicated, used, or disclosed, in whole or in part, for any other purpose than to evaluate the respon se submissions. RESPONSE FORMAT: a. Maximum of 20 typed single space pages up to 8-1/2" x 11" (not including cover page). A compact disc (CD) formatted in Microsoft Office shall include the contents of the response including drawings so far as practical. b. Drawings, diagrams, and promotional material to substantiate components may be included. Craft Concept: A description of the attributes, characteristics, and capabilities of the craft including drawings, photographs, or depictions of the craft. As a minimum the following specific areas and capabilities in the proposals will be identified: Hull form, construction, and description; Dimensions (Length, breadth and draft); Stability and Operability in Sea State 3 thru Sea State 5; Speed, Range and Operational Limitations; Propulsion System; Crew manning, berthing, and messing. This announcement will remain open, and r esponses will be accepted through 03 March 2004. This announcement should not be construed as a commitment or authorization to incur costs in anticipation of an award; the Government is not bound to make any awards under this announcement. Submission of a response does not assure the company of a subsequent award. The responses shall be submitted to the Contracting Officer at the address at the beginning of this announcement. It is strongly recommended not to use U.S. mail. Due to past and recent USPS mail problems in the Washington, DC area, the preferred method of response is by overnight delivery service, such as FedEx, UPS, etc. Hand delivery is not permitted due to Washington Navy Yard security restrictions.
