- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared by the National Park Service in accordance with the format in FAR subpart 12.6, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposasl are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. N5490040001 is issued as a Request For Proposal(RFP) and will be awarded as a single award contract. A SITE VISIT WILL BE CONDUCTED ON FEBRURY 25, 2004 @ 10:30am. This is a 100% SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) is 561730, the size standard is 6 million dollars. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 01-05. This is a indefinite quantity/indefinite delivery contract. The minimum of this contract will consist of 205 trees with work to be done by August 31, 2004. Any additional trees located will be covered under this contract after approval from the Contracting officer. The solicitation item is as follows: Scope of Work: Kennesaw Mountain National Battlefield Park. PROJECT LOCATION: Kennesaw Mountain National Battlefield Park is located in Marietta, GA Metropolitan area. The public roads that run through the park are highly congested especially during "rush hour" times(6:30am - 9:30am) and 3:30pm - 7:00pm). The risk is very high of a falling tree from the wooded areas within the park along these roads hitting an automobile or person causing severe property damage and injury. This contract is for the cutting down of trees that present a potential hazard from falling on vehicles, persons or property along roadways and trails that run through the park. A park map will be provided detailing the location where work is to be completed. SCOPE OF WORK: The contractor shall furnish all equipment, labor, materials, transportation, etc. necessary to cut down 205 trees. The trees include hardwood and pine, and run in size from 3 inches to 24 inches in diameter. Trees along the roadways will be cut and all trunks, limbs and debris removed from the road shoulder out of the park. Trees that are to be cut along trails that are not in sight of public roadways may be left laying where cut on park property clear of trails. The contractor will provide traffic control when cutting trees along roadways and trails to prevent a falling tree from hitting passing vehicles or pedestrians. The trees to be cut are marked with orange marking paint. Equipment restrictions: Equipment will be of size and durability to cut trees from area. 2. Hauling restrictions: Units shall not be operated at speeds exceeding the posted limit. Trucks and other heavy equipment shall be confined to the limits of the project on the park road. 3. Dumping: In areas where contractor chooses hauling the materials to be removed to An appropriate site for disposal. No illegal or unauthorized dumping of the material is acceptable. The contractor will be responsible for paying all of the costs associated with the dumping and any fees or fines associated with the hauling and dumping of associated materials. 4. Traffic Control: The contractor shall provide all necessary safety and Informational signs in areas where contractor's work might come in contact with park visitors. The contractor will erect these signs in advance of the work area before work begins each day. The contractor will provide at least two flagmen whenever the work operations may interfere with the flow of traffic. The flagmen will be located at least 150 feet in advance of the work site. Also the "FLAGMAN AHEAD, 500 FT" sign will be used at all times that the flagmen are provided. Flagmen and workers will be required to wear orange vests while working on and along the roadway. 5. Saftey: All employees of the contractor shall work in a safe and prudent manner. 6. Site Visit: Each bidder is urged to visit the sites prior to bidding. On site evaluations are needed for accurate appraisal of work. Site visits will be scheduled by the Park's Management Assistant, Marion Harris. Phone Number (770)427-4686, X230. Visits will be during normal working hours of Monday through Friday, 8:00am - 2:30pm. 7. Inspection - Control of Work: An NPS representative will be available to make determinations on any questions of location and tree removal. All material cut under this contract , including logs, firewood, and merchantable pulpwood, shall become the property of the contractor. If the contractor removes trees from the park it must be disposed in an approved location. 8. Contractor's Use of Premises: A. Construction Camp: Establishment of a camp within the park will not be permitted. The contractor can store equipment on site only if approved by the Park Superintendent. Security of all equipment shall remain the responsibility of the contractor. B. The site can be selectively closed during tree cutting. Visitor pedestrian traffic Must be rerouted along alternate paths through the sites. The contractor shall maintain access for National Park Service administrative staff, and other official business throughout the tree cutting phase unless health and safety is a primary concern. A lookout must be posted on each side of tree to direct pedestrian traffic in all areas where pedestrian traffic is a factor. Safety is of highest concern to the park. Work will be stopped if an unsafe action is noted. C. Confine storage of materials to designated areas approved on site by the Contracting Officer during the Precutting Conference. D. Preservation of Natural Features: Confine all operations to work limits of the Project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. 1- Provide temporary barriers to protect existing trees, and to control Pedestrian or equipment movement on the site. 2- Do not remove, injure, or destroy trees outside of the scope of work without Prior approval. Consult with the Contracting Officer. 3- Do not fasten ropes, cables, or guys to existing trees, unless being used During pruning operations. E. Existing Utilities: Notify Contracting Officer and utility companies of proposed Locations and times for tree cutting if work is located in an area were utlilities are a factor. 1- Contractor shall be responsible for locating and preventing damage to Known utilities. If damage occurs, repair utility at no additional expense to the Government. 2- If damage occurs to an unknown utility, the contractor shall be responsible For the utility repair, or the coordination of that repair, with local utility ownership companies. All such repairs shall be made within an 8 hour time period, or a reasonable time as approved by the Contracting Officer. An equitable adjustment will be made in accordance with the Changes clause of the contract. F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials (refer to Georgia Code Section 32-6-21. Vehicles must be constructed or loaded or covered so as to prevent any of its load from dropping, escaping, or shifting in such manner as to create a safety hazard. All effort must be taken to prevent the covering or load from becoming loose, detached, or in any manner becoming a hazard to other users of the public road. Load, height, and length restrictions on park roads are identical to the state restrictions. Liabilities for damages that may result from the moving of contractor equipment on roads are the sole responsibility of the contractor. At no time shall the contractor operate equipment in an illegal or unsafe manner along park roads, which may endanger the safety of pedestrian traffic or vehicular traffic. References including names, addresses, and phone number of past projects of this type performed within the past five years, proof of insurance, payment terms, correct remittance; and a completed copy of FAR Clause 52.212-3, offeror Representations and Certifications- Commercial Items. This form may be requested form the Contracting Officer by Fax or email. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers. Proposals are due Close of Business(4:00PM) March 3, 2004 and can be sent to the National Park Service, Attn: Kimberly Washington, 100 Alabama Street, SW, 1924 Building, Atlanta, GA. 30303.
