Description
The Office of Indian Education (OIE) in the Office of the Under Secretary (OUS) requires the services of a contractor with expertise in Tribal colleges and universities to provide analytical services to assist the Department of Education (ED), Office of Indian Education. Therefore, OIE intends to award a procurement not to exceed six months. ED/OUS is responsible for the administration and oversight of all Department programs and policies. OIE is responsible for implementing Title VII of the No Child Left Behind Act (NCLB) which establishes policies and provides financial and technical assistance for: supporting local education agencies, Indian tribes and organizations, postsecondary institutions and other entities in meeting the special education and cultural related academic needs of American Indians and Alaska Natives. The contractor shall provide one session at the American Indian Higher Education Consortium (AIHEC) Student Spring Conference to facilitate a forum of Tribal colleges and universities (TCU's) personnel and students. The forum will discuss the purpose of NCLB, address transition issues from high school to higher education for American Indian/Alaska Native students, and strategies that can be employed to assist tribal college students in completing their degree programs. The contractor shall also collect, analyze and develop a compendium of promising practices from intervention programs for high risk American Indian youth in middle and/or secondary schools, professional development training programs, and other programs administered by TCU's through grants from the Office of Indian Education since 1995.
