INSTALLATION OF COMPRESSED AIR FOAM SYSTEM AND FOAMPRO 2001 TO FOREST SERVICE ENGINE/RFQ-R3-WZ-04-26 DUE: MARCH 4, 2004 POC Margaret M. Cook (602) 225-5340, FAX 602-225-5295 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ), number R3-WZ-04-26. This procurement is being conducted under the Subpart 13.5 test program; simplified acquisition procedures apply; and this agency will conduct the procurement according to FAR Parts 13 and 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 19. NAICS code 811310 applies and small business size standard is $6 million. ITEMS: Line Item (1) Foampro 2001 series foam system including flowmeter, check valve, top mount low-level foam tank switch, and advanced controller Line Item (2) Pneumax 140-P PTO driven compressor Line Item (3) PTO Line Item (4) All necessary drain valves (i.e. petcocks) to ensure ease of winterization of apparatus Line Item (5) All labor, supervision and incidentals necessary to remove the Hale Foamaster V-Series System and install the 140-P & 2001 Systems including labor for all line items. (6) All necessary hardware, fittings, and necessary materials (oils, metals, etc.) and incidentals needed to correctly install line items 1-5. All fittings shall consist of brass, copper, or stainless steel Line Item (7) Pickup and Delivery of Apparatus From Flagstaff SCOPE OF WORK: The contractor shall provide all labor, materials, supervision, and incidentals to provide and install a compressed air foam system and a Foampro 2001 series foam system to COF Engine 7-4, vehicle number 4100. The labor involved shall be removing the current Hale Foammaster V-series foam system, and installing the Pneumax 140-P compressor and the Foampro 2001 series foam system, and drain valves as necessary. All fittings shall consist of brass, copper, or stainless steel. All necessary components and fittings shall be included with the installation. The compressor shall be connected to 3 overboard discharge locations of the government’s choice. All parts and fittings required shall consist of brass, copper, or stainless steel fittings. The contractor shall also install drain valves where necessary to ensure ease of winterization of the apparatus. The contractor shall be responsible for disposal of old parts. The contractor shall be an authorized Foampro and Pneumax service center so as to be able to perform necessary warranty work and service to the unit. The installer shall be able to perform warranty and service to the Happy Jack Ranger Station within 48 hours of a breakdown or other problems to the Foampro or Pneumax equipment. The apparatus is an emergency vehicle, and therefore repairs shall be required within the 48 hour timeframe so that the vehicle can fulfill its required duties of wildland firefighting. The contractor shall be required to provide shipping of the apparatus to their worksite, whether driving or shipping the vehicle, and shall be liable for all costs involved including fuel, driver’s pay, and all costs associated with transporting the unit. Any installation done over 300 miles away from the home unit will require the vehicle to be shipped by low-boy trailer (at the contractor’s expense) to minimize wear and tear on the vehicle. The Mogollon Rim Ranger District can provide delivery and pickup, provided it is within a 200 road mile range of the Happy Jack Ranger Station, and the drivers will be able to make the round trip in one 10-12 hour day. A cost evaluation factor of $500.00 (for price evaluation purposes only) will be used when evaluating the price of vendors using government furnished pickup and delivery to compensate for this government provided service to those contractor’s located within 200 road miles and electing for government provided pickup and delivery. The foam system required needs to be capable of delivering between 0.1 to 2.5 gpm (gallons per minute) of foam flow, and shall be a fully automatic foam proportioning system, regardless of changes in water flow or pressure. The foam system will be retro-fitted into an area with limited space, so it will need to be an electronic Foampro or equivalent. It shall have some type of display, preferably a digital display of water flow rate, total water used, percent of foam, total foam concentrate used, low foam concentrate warning. The compressed air foam system (CAFS) must be capable of delivering a minimum of 125 cubic feet per minute (cfm) and up to 150 cfm; the CAFS system must be a PTO (power take off) – driven air compressor system, with a stainless steel sump/ pressure vessel system. The CAFS system will also be retrofitted onto the vehicle, a Navistar International 4900, with limited space, so it shall be a Pneumax 140-P or equivalent. The contractor shall provide the supplies and services as above to the USDA Forest Service, Mogollon Rim Ranger District, HC 31 Box 68, Happy Jack, AZ 86024 no later than 30 calendar days after award. The FAR provisions 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The FAR Provision 52.212-2, Evaluation of Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of the provisions are (1) Price (2) Technical: technical capability of the item and firm offered to meet the Government Requirements. These factors are in descending order of importance. Technical capability when compared to price is less important than price. The government intends to use, in accordance with FAR 15.101-1 a tradeoff process to obtain the best value to the government. Quoter shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The additional FAR Clauses apply to this acquisition: The FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this solicitation and the following addenda are added: FAR 52.204-7 Central Contractor Registration, Alternate 1; FAR 52.247-34 F.O.B. Destination (see Price Schedule), and FAR Clause 52.232-18 Availability of Funds.
