Description
Five Meter Panchromatic Imagery.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe following is a statement of work and a Request for Quote.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe USDA Forest Service, Region 5 (California) will be acquiring a continuous set of 5 meter panchromatic digital satellite image data covering, at a minimum, the Northern coast section of California with an option of additional acquisitions in Southern California.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe minimum acquisition area will be approximately 12 million acres with an additional 5 million acres possible.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe delivered imagery shall be georeferenced and orthorectified using 7.5 minute base series maps and 10 meter DEMs.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspMinumum positional accuracy will be 25 meters.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspFive meter imagery will be co-registered to the 1 meter DOQs based on a minimum number of 4 control points established within each quad.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspTonal balancing will not be required between scenes.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe Northern California imagery shall be cloud free summer imagery from 2003, May through September.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspAcquisitions related to Southern California shall be 2004 images collected the spring and summer of 2004.&nbsp&nbsp&nbsp&nbspImage format shall be ERDAS Imagine in UTM Zones 10 or 11 projection,&nbsp&nbsp&nbsp&nbspNAD 27 datum.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspImage acquisitions resulting from this solicitation will be combined with an existing Government archive of SPOT 5 panchromatic images.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspConsistency with the archival data will be part of the solicitation evaluation.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspUpon request, the Government will provide a digital ARCINFO coverage or shapefile illustrating the entire project area for use as an aid in scene quantity estimation and selection.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspImage specification summary is:&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspFive meter panchromatic satellite imagery,&nbsp&nbsp&nbsp&nbsp&nbsp&nbspContinuous coverage of the specified project area,&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspGeoreferenced and terrain corrected to at least 25 meter positional accuracy,&nbsp&nbsp&nbsp&nbsp&nbsp&nbspSpatially co-registered to 1 meter digital orthoquads,&nbsp&nbsp&nbsp&nbsp&nbsp&nbspUTM zone 10 or 11 as appropriate, NAD 27,&nbsp&nbsp&nbsp&nbsp&nbsp&nbspand Imagine format.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspSolicitation R5-04-20-023 is being issued as a Request for Quote.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspAll provisions, clauses and statutes or executive orders for the acquisition of commercial items are applicable to this request.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThis announcement constitutes the only solicitation; proposals are being requested through this announcement and a written solicitation will not be issued.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe Government will provide DOQ, DEM, and base series maps for georeference, terrain correction and co-registration purposes following award.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspQuestions concerning acceptable levels of cloud cover and exact scene dates will be resolved following contract award.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspQuotes shall include cost per scene and total price.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspImagery shall be delivered to Sacramento, CA by October 1, 2004.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspFOB point may be origin.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspQuotes will be accepted until&nbsp&nbsp&nbsp&nbsp3:00 pm March 10, 2004.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspPrior to 3:00 pm on March 10, 2004, all quotes shall be received at the Remote Sensing Laboratory, Attention Debbie Wendell, 1920&nbsp&nbsp&nbsp&nbsp20th&nbsp&nbsp&nbsp&nbspStreet, Sacramento, CA.&nbsp&nbsp&nbsp&nbsp95814.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspReference Solicitation No. R5-04-20-023.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbspAll questions should be directed to Debbie Wendell&nbsp&nbsp&nbsp&nbsp916-454-0801&nbsp&nbsp&nbsp&nbspor&nbsp&nbsp&nbsp&nbspBrian Schwind&nbsp&nbsp&nbsp&nbsp(916) 454-0805.&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp&nbsp*****<BR> <BR>
