Description
The Division of Cancer Prevention (DCP), Chemopreventive Agent Development Research Group (CADRG) of the National Cancer Institute (NCI) is seeking a contractor who will provide a centralized source of agents for use in preclinical and clinical studies and to perform certain agent-related analytical chemistry activities.&nbsp&nbsp&nbsp&nbspThe Contractor shall:&nbsp&nbsp&nbsp&nbspidentify sources and procure bulk reagent chemical substances, receive agents from suppliers, store reagents, and provide administrative support as needed for dosage formulation, encapsulation, packaging and labeling, including shipment and accountability to final destinations.&nbsp&nbsp&nbsp&nbspEssential activities for the overall operation of this contract include:&nbsp&nbsp&nbsp&nbspmonitoring stock levels at user locations, inventory control to assure timely reordering, and shipping of agents, maintenance of up-to-date records of shipments, and quality assurance capability such as bulk and formulated agent identity, purity, potency, and shelf life analyses.&nbsp&nbsp&nbsp&nbspAgent-related analytical chemistry activities include providing all documentation related to requirements of preparing and updating the Chemistry, Manufacturing, & Control sections of Investigational New Drug applications to the FDA, and/or the equivalent in the form of a Drug Master File.&nbsp&nbsp&nbsp&nbspAdditional analytical activities include performing specialized analytical and pharmacological tests as required by the FDA or as required to fulfill specialized needs in the drug development process.&nbsp&nbsp&nbsp&nbspThe organization must possess an Environmental Protection Agency ( EPA) Generator of Hazardous Waste permit and any state and local permits (if necessary), for generation and transportation of waste drugs for disposal, storing toxic hazardous substances, and storing and distributing investigational drugs for the life of the contract.&nbsp&nbsp&nbsp&nbspAt least one pharmacist performing work under the contract shall be concurrently licensed in the state (or District of Columbia) in which the repository is located.&nbsp&nbsp&nbsp&nbspThe contractor shall be responsible for maintaining an up-to-date Oracle-based inventory management system that is compatible with and interfaced to the DCP's Enterprise System Knowledgebase (DESK) and implementing any needed or requested updates or upgrades, including development of new functionality enhancements.&nbsp&nbsp&nbsp&nbspThis electronic inventory system shall have appropriate levels of security and be remotely accessible to appropriate DCP personnel and its designees.&nbsp&nbsp&nbsp&nbspIt will provide for electronic ad-hoc queries by the Project Officer and designees reporting the status of all on-going projects including procurement, receiving and shipping.&nbsp&nbsp&nbsp&nbspIf a new contractor is selected, this incumbent contractor shall transfer this existing Oracle-based inventory management system to their facility, validate its functionality, and train appropriate personnel on its use and maintenance. Pharmaceutical, chemical, or biotechnology firms are excluded from participating on this project.&nbsp&nbsp&nbsp&nbspFor purposes of this RFP, a pharmaceutical, chemical, or biotechnology company is defined as an organization which sells drugs and/or chemicals to the general public for profit or is engaged in research leading to such products.&nbsp&nbsp&nbsp&nbspThis procurement is a recompetition of an existing contract which expires September 29, 2004 and is currently being performed by McKesson BioServices, Rockville, MD.&nbsp&nbsp&nbsp&nbsp<BR> <BR> It is anticipated that one (1) award will be made and that this contract will be a level of effort, incrementally-funded with a period of performance of five (5) years and two option years.&nbsp&nbsp&nbsp&nbspOfferors must submit a proposal that addresses all the technical areas of the RFP.
