- Description
- This is an announcement of the DHHS/PSC/DPM Standard Competition of the Personal Property Management Branch (PPMB)located in Gaithersburg, MD.    DHHS/PSC is conducting a Standard Competition in accordance with OMB Circular A-76 (Revised May 29, 2003).    The purpose of this competition is to determine the most cost efficient provider of the commercial activity functions of the PPMB.    This competition shall determined whether the work will be performed by the incumbent agency employees or awarded through contract to a private sector provider (fee-for-service agreement for public-reimbursable provider).    If agency performance is determined to be more economical, this solicitation will be canceled and no contract will be awarded.    The solicitation covers a phase-in plus a base and four option performance periods.    The phase-in period is 3 months in length, the base period is 9 months in length, and each option period is 12 months long (not-to-exceed 5 years of total performance).    Should a contact be awarded the estimated phase-in start date will be October 1, 2004.    In addition, the Service Provider will be required to give Government employees who have been or will be adversely affected or separated as a result of award of the contract the right of first refusal for employment openings under the contract in positions for which they are qualified, if that employment is consistent with post-Government employment conflict of interest standards.    The Service Provider shall perform all labor services and personal property management services at the following sites:    Personal Property Facility, Gaithersburg, MD; Parklawn Building, Rockville, MD; Southwest Complex, Washington, D.C.    The Service Provider shall furnish all labor, supervision, training, and management necessary for the PPMB personal property management functions.    A site visit will be held and offerors are urged and expected to inspect the site.    This acquisition will be accomplished utilizing the Lowest Price Technically Acceptable source selection process, as defined in FAR 15.101-2.    Tradeoffs will not be made.    This competition is limited to the eligible Agency Tender and eligible 8(a) Contractors.    The applicable NAICS code is 493110 with an associated size standard of $ 21.5M.    The solicitation package will be available on or about March 8, 2004.    The anticipated due date for proposals will be on or about April 7, 2004.    The solicitation will be available solely through the Federal Business Opportunities website.    Hard copies of the solicitation will not be available.    NO TELEPHONIC questions will be accepted.    It is the responsibility of all prospective offerors to review this site frequently for updates to any and all documents.    The projected end date (Performance Decision) of this competition is on or before September 15, 2004.
