Description
The Office of Justice Programs (OJP), National Institute of Justice (NIJ) attends to award on a sole source basis a purchase order to the University of North Carolina (UNC), 101 Conner Drive, Suite 302, Chapel Hill, NC,&nbsp&nbsp&nbsp&nbspto do an analysis of data on the subject ? The Recidivism Rate of Mentally Ill Offenders?.&nbsp&nbsp&nbsp&nbsp&nbsp&nbspUNC will do an analysis of existing data sets from Pinellas County, FL and King County, WA to investigate the patterns of re-arrest and re-incarceration to jail of persons with a serious and&nbsp&nbsp&nbsp&nbsppersistent mental illness (SMI) who have Medicaid benefits upon release from an earlier jail stay.&nbsp&nbsp&nbsp&nbspThe analysis will cover the period 1998-2000 in Pinellas County and 1997-1998 in King County. A case-control research design will be employed with cases defined as persons with SMI who leave jail on Medicaid during the defined study period in each county and controls as persons with SMI who leave jail without Medicaid during the defined study period.&nbsp&nbsp&nbsp&nbspDr. Morrissery and his associates at UNC&nbsp&nbsp&nbsp&nbsphave collected this information during an ongoing research project funded by NIMH.&nbsp&nbsp&nbsp&nbspThis is the only data NIJ has been able to locate to address the specific question of recidivism among mentally ill offenders who do or do not receive Federal benefit.&nbsp&nbsp&nbsp&nbspThis is not a request for quotation.&nbsp&nbsp&nbsp&nbspInterested parties should submit their proposals.
