Description
Subject acquisition is for a multi-discipline, indefinite delivery, indefinite quantity (IDIQ) contract, set aside for Small Business to provide, architecting engineering services at the Lebanon VAMC, Lebanon, Pa. The A/E firm will be required to furnish and perform site investigations, engineering, design and construction period services; preparation of plans, specifications and cost estimates for project involving, but not limited to the following disciplines; architectural, electrical, mechanical, plumbing, life-safety and asbestos. Disciplines and capabilities must be represented within the same firm or with consultants that regularly work with the primary firm. Duration of the contract will be for a base year, which is defined as date of award to September 30, 2004, plus two option years. Total amount that may be paid under this contract, for base year plus option years, will not exceed a maximum value of $500,000. Individual task/delivery orders will be issued under this contract for specific projects with the value of each order not to exceed $50,000.00. The minimum amount for each order will be $500. The selected firm(s) must have the capability of providing final drawings formatted in AUTOCAD Release 2004. Two firms will be awarded a contract. Following an initial evaluation of the qualifications and performance data submitted, three firms considered to be the most highly qualified to provide the type of services required will be chosen for interviews. Selection will be based in the following criteria listed in the order of importance (1) Specialized experience in the type of work required: (2) Professional qualifications of staff to be assigned to this project; (3) Professional capacity of the firm to perform the contemplated work within the required time limits; (4) Past Performance with respect to construction cost control, quality of work and compliance with performance schedules; (5) Location of the firm in the general geographic area of the project and knowledge of the locality of the project. Firms, which meet the requirements described in this announcement, are invited to submit, two (2) copies of appropriate data on a SF 254 and a SF 255 to Benjamin Grogg, Contracting Officer (125), VA Medical Center, 1700 S. Lincoln Ave., Lebanon, PA 17042 by 2:00PM on March 22, 2004. Area of consideration is limited to a 100 mile radius. FAXed copies are not acceptable. This is a total set aside for Small Business concerns. The NAICS code is 541310 and the Small Business Size Classification is $4,000,000.00. This is not a request for a proposal. There is no solicitation package available.
