- Provide professional engineering services to accomplish the design development program, preliminary drawings, working drawings, specifications and cost estimates for Project 676-04-903C, Replace HVAC Systems 1st and 2nd Floors of B-400 at VA Medical Center, Tomah, Wisconsin.    Building 400 is a four-story building located on the southeast corner of the main VA campus.    This building houses the majority of the outpatient/ambulatory care clinics, as well as some administrative offices. This building was constructed in 1947.    The 3rd and 4th floors are currently being renovated for ambulatory care and an inpatient acute care unit, respectively. The A/E shall provide professional architectural/engineering services to prepare the schematic design, design development, and construction documents for Project 676-04-903C, Replace HVAC Systems, 1st and 2nd Floors B-400 at the VA Medical Center, Tomah, Wisconsin.    There will be three submissions, one each, at the end of schematic design, design development, and construction document completion.    The A/E will evaluate/provide design solutions for the existing HVAC systems on the 1st and 2nd Floors of Building 400 as follows: Determine which, if any, of the existing AHU?s should be replaced? Determine which, if any, of the existing AHU?s can be combined into larger units for more efficient heating/cooling? Provide supply/return ductwork as needed for new or existing-to-remain AHU?s.    Provide heating/cooling/ventilation to unserved/underserved areas.    Provide controls including connection to the existing Metasys system. Work will be performed throughout the entire 1st and 2nd floors of Building 400.    Estimated construction cost is $465,000.    Area of consideration is restricted to 150 miles of the VA Medical Center, Tomah, Wisconsin.    Selection criteria will be based on: (1) Past performance on similar projects, maintaining project schedules and project budgets; (2) Overall engineering design experience and capability with architectural, mechanical, and electrical renovation projects; (3) Qualifications of staff to be assigned, with special emphasis on field personnel to be utilized; (4) Knowledge in design and construction requirements; (5) Cost control effectiveness; (6) Location of office supporting project; (6) Ability to produce all plan documents on a CAD system fully compatible with Autocad 2004.    A/E Firms which meet the requirements listed in this announcement are invited to submit two copies of Standard Form 254 and 255 by March 22, 2004.    NAICS code 54130 applies.    No bid packages are available.    This is not a request for proposal.
