- Description
- This requirement is for the purchase of Precision Air Data Standard (PADS).    PADS are intended to calibrate high performance air data test sets (ADTS) and other devices in the air data range.    This item fills requirements currently addressed by mercury manometers and/or piston gauges.    The requirements of the PADS are based on maintaining the manufacturer's specified ADTS measurement uncertainty with automated operation.    To meet these objectives, the system does not require facilities beyond the conditions found in a conventional Precision Measurement Equipment Laboratory (PMEL) and its operation is fully automated, to the extent supported by the test instrument (TI).    The PADS is an integrated, bench mounted calibration system covering the range of 0.3 to 110 in Hg with both absolute and gauge mode operation.    Operation is fully automated, including setting individual on demand pressure points as well as multi-point calibration sequences and data acquisition and remote control of a capable TI (i.e. TI has an RS232 or IEEE-488 interface and command structure).    The PADS operator interface is through a dedicated system controller with flat screen display, keyboard and pointing device.    AFMETCAL Det1 intends to award a commercial order utilizing best value basic source selection and simplified acquisition procedures under FAR part 12 and 13. The basic order quantity will be for 1 each, additional data, and a 5-year extended warranty will be required.    An FY-05 option for an additional quantity of 0-4 each, and an FY-06 option for 0-4 each will also be included.    Unit test will be required.    Units will be shipped to PMEL locations.    Option quantities will be tested at the PMELS.    Delivery shall be FOB destination.    The solicitation is anticipated to be issued approximately 24 Feb 2004, with a due date of 24 Mar 2004.    The solicitation package including purchase description will be posted at this site.    A complete technical proposal will be required.
