Description
1.&nbsp&nbsp&nbsp&nbspCONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6.&nbsp&nbsp&nbsp&nbspFirms will be selected for negotiation based on demonstrated competence and qualifications for the required work.&nbsp&nbsp&nbsp&nbspTh e services will consist of hydrographic and quality assurance survey for civil works projects for Indefinite Delivery Contract for Civil (Coastal) Engineering for Civil Works Projects at Various Locations in the Los Angeles District.&nbsp&nbsp&nbsp&nbspThis announcement is open to all businesses regardless of size.&nbsp&nbsp&nbsp&nbspIf a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on&nbsp&nbsp&nbsp&nbspthat part of the work it intends to subcontract.&nbsp&nbsp&nbsp&nbspThe subcontracting goa ls for this contract are that a minimum of 60% of the contractors intended subcontract amount will be placed with small businesses (SB), including small disadvantaged businesses (SDB), 10%, woman-owned small businesses (WOB) 10.0%, HUBZone 3% and Service-D isabled Veteran-Owned Small Businesses 3%.&nbsp&nbsp&nbsp&nbspThe plan is not required with this submittal.&nbsp&nbsp&nbsp&nbspYearly cumulative amount of individual task orders per contract not to exceed $1,000,000.00.&nbsp&nbsp&nbsp&nbspThe contracts will include an option for extension for second and third&nbsp&nbsp&nbsp&nbspyear with additional amount for each optional year not to exceed $1,000,000.00.&nbsp&nbsp&nbsp&nbspIf contract amount for the base year period or preceding option year periods has been exhausted or nearly exhausted the Government has the option to exercise contract options&nbsp&nbsp&nbsp&nbspbefore the expiration of the base year period or preceding option year periods.&nbsp&nbsp&nbsp&nbspThe estimated contract start date is January 2004 for a period of 12 months (through January 2005).&nbsp&nbsp&nbsp&nbspWork is subject to availability of funds.&nbsp&nbsp&nbsp&nbspEstimated construction cost is&nbsp&nbsp&nbsp&nbspnot applicable.&nbsp&nbsp&nbsp&nbspThe North American Industry Classification System (NAICS) code for this action is 541370.&nbsp&nbsp&nbsp&nbspThe wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Depa rtment of Labor under the Service contract Act, as determined relative to the employees??????s office location (not the location of the work).&nbsp&nbsp&nbsp&nbspTo be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2.&nbsp&nbsp&nbsp&nbspPROJECT INFORMATION:&nbsp&nbsp&nbsp&nbspThe work and services shall consist of coastal and oceanographic engineering studies, which wi ll require capabilities in marine field data collection, surveying, and mapping for navigation and shore protection Civil Works projects at various locations in the Los Angeles District (Southern California).&nbsp&nbsp&nbsp&nbspSpecific types of marine field data collection&nbsp&nbsp&nbsp&nbspinclude: multi-beam and single beam bathymetric sonar, side scan sonar, geophysical sub-bottom profiling, beach and surf bathymetric profiling, tidal and water level instrumentation, ocean wave and/or current instrumentation, and sediment tracer instrumen tation. A-E services required in support of Quality Assurance includes hydrographic surveying in protected and exposed coastal waters to depth of approximately 70 feet, underwater hazard detection, dredging measurement and fill placement progress monitorin g, terrestrial surveying, aerial photography and photogrammetry to document fill progress, data management and processing, and CADD/GIS analysis.&nbsp&nbsp&nbsp&nbspWork will require differential Global Positioning System (GPS) and conventional survey techniques. The firm s elected for this contract will be expected to submit a quality control/quality assurance plan and to adhere to it during the work and services required under the contract.&nbsp&nbsp&nbsp&nbspIn Block 10 of the SF 255 describe the firms Design Quality Control Plan (DQCP), in cluding Design Quality Assurance Plan (DQAP) of subcontractor(s) work.&nbsp&nbsp&nbsp&nbspThe plan must be prepared and approved by the Government, as a condition of contract awa rd, but is not required with this submission.&nbsp&nbsp&nbsp&nbsp3.&nbsp&nbsp&nbsp&nbspSELECTION INFORMATION:&nbsp&nbsp&nbsp&nbspThe selection criteria are listed below in descending order of importance.&nbsp&nbsp&nbsp&nbspCriteria A through E are primary:&nbsp&nbsp&nbsp&nbspCriteria F through H are secondary and will only be used as tie-breake rs among technically equal firms: A. Professional Qualifications: (1) Civil Engineering including Coastal and/or Ocean Engineering, (2) Marine Geophysicist, (3) Marine and/or Land Surveying.&nbsp&nbsp&nbsp&nbspSupporting disciplines will include Digital Signal Processing. B . Specialized experience and technical competence in:&nbsp&nbsp&nbsp&nbsp(1) multi-beam and single beam bathymetric sonar applications and analysis, (2) side scan sonar applications and analysis, (3) marine geophysical interpretation and analysis, (4) kinematics Differentia l Global Positioning System capabilities, (5) electronic navigation control capabilities, (6) full heave/pitch/roll motion compensation capabilities, (7) digital signal processing capabilities to reduce/decimate/analyze oceanographic field data described i n this solicitation, and (8) specialized equipment typically associated with the types of marine field data collection described in this solicitation. C. Capacity to accomplish the work and services in the required time and the availability of an adequate number of personnel in key disciplines.&nbsp&nbsp&nbsp&nbspD. Past performance on DoD and other contracts with respected cost control, quality of work, and compliance with performance schedules. E. Knowledge of the locality such as hydrographic features, climatic conditions , oceanographic conditions, and ellipsoidal and geoidal differences. F. Geographic proximity (physical location) of the firm to the location of the project(s). G. Extent of participation of SB, SDB, historically black colleges and universities, and minorit y institutions in the proposed contract team, measured as a percentage of the estimated effort. H.
