Description
Project: Systems Engineering Support Synopsis: The Office of the Under Secretary of Defense (Acquisition, Technology, & Logistics) Defense Systems/Systems Engineering intends to procure the services of Systems Management International (SMI) of Alexandria, Virginia for systems engineering support with specific emphasis in the areas of systems engineering, strategic planning and capability assessments.&nbsp&nbsp&nbsp&nbspPrimary tasks will include: Contractor shall participate as a member of the US TAG to ISO/IEC JTC1/SC7 in Systems/Software Engineering meetings in order to facilitate development of proposed systems/software engineering policy, practices, and procedures. Contractor shall provide systems engineering support, as assigned by AT&L/Defense Systems/Systems Engineering/Enterprise Development, to review systems engineering guidance drafts and provide comments and recommendations for change. Additionally, the contractor will evaluate proposed courses of action, and develop white papers on important subjects such as harmonization efforts, revisions affecting ISO/IEC 15288, ISO/IEC 19760 and other SC7 standards, as appropriate; systems engineering training; competencies; relationships of standardization outcomes to DoD documents such as the 5000 series; etc.&nbsp&nbsp&nbsp&nbspA thorough knowledge of military and commercial systems engineering standards (MIL-STS-499B, ANSI/EIA STD-632, IEEE STED-1220 and ISO/IEC 15288) is required to support this effort. The Government intends to make a firm fixed price, level of effort (FFP/LOE) award on a sole source basis pursuant to FAR 13.106-1(b)&nbsp&nbsp&nbsp&nbspThe proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source.&nbsp&nbsp&nbsp&nbspInterested persons may identify their interest and capability to respond to the requirement or submit proposals.&nbsp&nbsp&nbsp&nbspThis notice of intent is not a request for competitive proposals.&nbsp&nbsp&nbsp&nbspHowever, all proposals received within the closing date of the RFQ will be considered by the Government.&nbsp&nbsp&nbsp&nbspA determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.&nbsp&nbsp&nbsp&nbspInformation received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
