- Description
- The U.S. Geological Survey, Sacramento, CA intends to make a sole source award to Dr. William J. Kimmerer, 1342 Campus Drive, Berkeley, CA 94708-2004 for non-personal science advisory services for 1 year.    The specific project is for a Science Advisor to the Interagency Ecological Program (IEP) that will use IEP data for specific advisory activities to California Bay Delta Authority/CALFED.    The advisor will also act as a consultant to provide balanced and informed advice for the Lead Scientist on linked fisheries and water management issues relevant to accomplishing CALFED goals and to evaluating the success of CALFED activities; (1) Detailed advice is needed with regard to scientific needs related to strategic issues of concern to IEP.    These may include identifying/prioritizing critical alternatives, proposing and participating in workshops on critical subjects, and/or proposing subjects for white papers, reviews or studies that IEP may wish to support. (2) Review documents describing major new initiatives, changes of direction or changes in goals; (3) Advice is needed on specific technical questions that arise as the research and monitoring program evolves; (4) Involvement in the annual planning process will require advice, specifically in evaluating the general relevance of proposed program in meeting updated objectives.      The contractor must possesses the following USGS unique requirements, (1) PhD level fisheries biologist, systems ecologist, physical scientist (2) recognized scientific expertise of the highest level with field experience in the San Francisco Bay/Delta and its biological and flow issues, (3) involvement via leadership positions, organizing sessions and invited talks in professional societies that are involved in environmental management, especially in estuaries or in California. Period of Performance 7/11/04 through 7/10/2005.    This notice is for informational purposes only.    This is not a request for competitive quotes.    Interested vendors may identify their interest and capability to respond within ten days of this announcement.    All responses must be in writing by facsimile to the Contracting Officer at (650) 329-5114 or email vfriesner@usgs.gov.    A determination not to continue with this acquisition based upon response to this notice is solely within the discretion of the Government.    Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
