- Description
- The purpose of this sources sought synopsis is to identify potential qualified 8(a) firms relative to North American Industry Classification System (NAICS) Code 236116 ($28.5 Million).    This project will be procured as a best value Request for Proposal (RFP) and will construct 49 new officer and enlisted replacement housing units (three and four bedroom), single family and multi-family housing units at Marine Corps Base Hawaii, Kaneohe Bay, Hawaii. Some of the units will be for the handicap.    There is an additive item for six more units.    Work includes: site work including grading, all water, electrical, sewer, telephone and CATV utilities, streets, street lighting and signage, sidewalks, curb & gutters, walk ways, landscaping, play-lots, etc.    The housing units shall be designed to be vent-less using concrete slabs, light steel framing, treated plywood, drainable EIFS, and cement tile roofing.    The housing units shall have multi-use living & dining area, family areas, garages, kitchens, bathrooms, laundry areas, bedrooms, mechanical closets, storage closets, lanais, fenced in yards, etc.    The housing units are to have plumbing, plumbing fixtures, electrical, mechanical air conditioning, dehumidification, solar hot water systems, etc.    The project duration is approximately 24 months.    The Government will provide complete design plans.    The Pacific Division, Naval Facilities Engineering Command, will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned fixed price contract.    This is not an announcement of availability of a solicitation nor is it a means of generating a plan holder?s list.    After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Federal Business Opportunities if the Government intends to continue with the procurement.    Budget ceiling of the proposed contract is $19.4 million.    <BR> <BR> As a minimum, interested certified 8(a) firms shall submit the following information:    1) a list of no more than ten (10) previously completed new construction family housing projects (with the title of the project, the contract number, description of work, dollar value, period of performance, state whether you were a subcontractor or prime (If you were a subcontractor, State portion of the work completed by your firm by dollar value and scope), the name of the client and a client point of contact, including a name, mailing address, e-mail address, telephone and fax numbers); 2) a narrative identifying and describing the qualifications of the firm?s key personnel, including the Project Manager, Project Superintendent, Safety Manager, and Quality Control Manager to be assigned to this project and who will remain on-site for the project duration.    Include resumes for the proposed key personnel.    Resumes shall specifically identify past experience in replacement of family housing quarters. The QC manager shall have a minimum of 10 years experience as superintendent, inspector, QC manager, project manager, or construction manager of similar size and type construction contracts. The QC manager must also be familiar with the requirements of COE EM-385-1-1, have experience in the areas of hazard identification and safety compliance, and have a current CHST [Construction Health Safety Technician] certificate as certified by the Board of Certified Safety Professionals; 3) your company?s most current financial statements (e.g., balance sheet and income statement); 4) performance evaluations for the relevant experience and Proof of bonding capacity in the form of a letter from your surety, including current available bonding as well as single project limit; and 5) list of existing commitments showing dollar value and percentage complete of each project. <BR> <BR> Complete information must be submitted.
