Description
NASA/JSC has a requirement to replace the vertical vibration shaker, Ling 249, and to complete the installation and integration to the existing vibration test bed in the Vibration and Acoustic Test Facility (VATF). NASA/JSC intends to purchase the item from SatCon Power Systems in accordance with Federal Acquisition Regulation 6.302-1(a)(2). SatCon Power Systems is the only vendor who can provide the new upgraded equipment that is 100% compatible to the existing vibration system in VATF.&nbsp&nbsp&nbsp&nbspThis new 4022E shaker will be a direct replacement of the existing shaker to drive it in the vertical direction.&nbsp&nbsp&nbsp&nbspThis shaker is the unique product of Ling Electronics of SatCon Power Systems.&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 25, 2004.&nbsp&nbsp&nbsp&nbspSuch capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.&nbsp&nbsp&nbsp&nbspA determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.&nbsp&nbsp&nbsp&nbsp&nbsp&nbspAn Ombudsman has been appointed.&nbsp&nbsp&nbsp&nbspSee NASA Specific Note "B".
