Description

The Stennis Space Center Acquisition Management Office intends to issue a sole source, firm fixed price contract to Lockheed Martin Michoud Assembly Facility, New Orleans, LA 70129-2218, for a used vessel with the following specifications: Volume 7500 gals; Pressure Rating 1000 psig; Diameter 8 feet; Height 24-27 feet; Certification ASME Div 2; Media RP-1; Material 304/304L Stainless Steel, nozzle schedule (20", 8", and 6" bottom outlet , 8",6", and 3" top.) The vessel must be on site and ready for installation on or before February 27, 2004.&nbsp&nbsp&nbsp&nbspThis is a Commercial Item Acquisition under FAR Part 12.&nbsp&nbsp&nbsp&nbsp&nbsp&nbspThe vessel acquired in this procurement will be used by the NASA Propulsion Test community to support RP1 testing by the NGLT (Next Generation Launch Technologies) Program. This is a sole source procurement under the authority of 10 U.S.C. 2304 (c)(1).&nbsp&nbsp&nbsp&nbspThe Government believes only one responsible source can provide the vessel by the required date of February 27, 2004 to meet the agency requirements.&nbsp&nbsp&nbsp&nbspThis notice of intent is not a request for quotation (RFQ) for competitive quotes.&nbsp&nbsp&nbsp&nbspInterested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on February 24, 2004.&nbsp&nbsp&nbsp&nbspSuch capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.&nbsp&nbsp&nbsp&nbsp&nbsp&nbspOral communications are not acceptable in response to this notice.&nbsp&nbsp&nbsp&nbspA determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.&nbsp&nbsp&nbsp&nbspSolicitation NNS-Q-04-09 will be issued to Lockheed Martin Michoud Assembly Facility on February 19, 2004, with a response due no later than February 24, 2004. Contract award will not be made until after February 25, 2004.
