Description

HQ AMC/DOYR anticipates issuing a solicitation in which the contractor shall provide personnel, supervision, facilities, and liaison support to perform Air Terminal and Ground Handling Services (ATGHS) for Air Mobility Command (AMC) missions at Pago Pago International Airport, American Samoa. The contractor shall manage ATGHS to maintain a level of service that enhances the image of AMC. The contractor shall provide Electronic Data Interchange (EDI) for manifesting cargo and passengers, creating and transmitting reports/messages, as well as accomplishing general communications. The contractor shall arrange services, which will not be paid for under this contract in support of all AMC mission requirements. The contractor shall also be responsible for establishing a Quality Program, which provides safe and secure ATGHS. NAICS code is 488119, "Other Airport Operations" and FSC is V999. The period of performance is from 01 October 2004 through 30 September 2005, with four, one-year option periods and a potential Award Term of 5 additional one-year option periods. Requests for Proposal, F11626-03-R-0016, will be issued on or about 05 December 2003. Solicitation will be totally set-aside for small business concerns, based upon the government’s market research. The government is setting aside the requirement for just as a Total Small Business set aside to ensure ample competition due to American Samoa being a communal society where persona non grata can persist and many cases of fraud being investigated by the District Attorney on American Samoa. Here is some additional information that may be helpful on the current contract. There is no Wage Determination in America Samoa. There is a minimum wage as set by the DOL (per their DOL web page) of $3.88 per hour for Classification C under Shipping and Transportation. HQ AMC/DOYR has not exercised the last option year yet of the current contract, but plan too. The current contract with Trans-Pacific Enterprises, Inc. (out of Pago Pago, American Samoa) will end on 30 September 2004. So far, the total contract price is $291,510.00. This takes the contract out to 30 Sep 03. Prices are as follows: Base Year = $34,650.00 (1 May 00 thru 30 Sep 00) Option Year 1 = $83,400.00 (1 Oct 00 thru 30 Sep 01) Option Year 2 = $83,640.00 (1 Oct 01 thru 30 Sep 02) Option Year 3 = $83,820.00 (1 Oct 02 thru 30 Sep 03) Option Year 4 = $84,000.00 (1 Oct 03 thru 30 Sep 04) More additional information to help.
