Description
16—CONTROLLER. Item NSN: 1660 01 283 0970, PART NUMBER: 624866-3-1. 13 EA. Applicable to: F15 Aircraft. Destn: Tinker Air Force Base Ok 73145-3032. Delivery: 13 Each, on or before April 2005. The government intends to award to this requirement to the actual manufacture or vendor. CAGE CODE 07217, HONEYWELL ASCA INC, (Canadian Commercial Corp). Qualification Requirements Apply. Surplus Material is NOT ACCEPTABLE. This requirement has been screened and can only be purchased from the actual manufacturer or vendor, including a prime contractor who is the actual manufacturer. Rights to use data for contracting of this item from additional sources are legally unavailable and cannot be acquired by purchase. The proposed contract action is for supplies for which the U.S. Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals however; all proposals received within forty-five days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government Information received will normally be considered solely for the purpose of determining if a competitive procurement will be conducted or not. Qualification Requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining additional information on this requirement. Award will only be made if the offeror, the product/services of the manufacture meets qualification at time of award, in accordance with FAR Clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed above. Specifications, plans or drawings related to the procurement described are incomplete or not available and cannot be furnished by the government. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies and or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 calendar days of the notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
