- Synopsis--RFP N68711-04 -R-7716, FACILITIES SUPPORT CONTRACT TO PERFORM WATER SAMPLING, at the Marine Corps Air Ground Combat Center, Twentynine Palms, CA. This is a Firm Fixed-Price/Indefinite Quantity contract. The work includes furnishing all materials, labor, equipment and supervision as required to retrieve water samples from various locations aboard the Combat Center, package, transport, analyze samples, and provide test results via Facsimile Transmission, Electronic Data Transfer (EDT), and/or United States Postal Service as required. The Contractor shall be certified by the State of California to perform all required analysis and shall possess and maintain a State of California Environmental Laboratory Accreditation Program (ELAP) certification to perform all required analysis, and shall utilize the Colilert analysis method for all drinking water bacteriological analysis, in accordance with all applicable Federal, State, Environmental and local laws, regulations ordinances. This acquisition is being procured under source selection procedures. Both technical and price proposals must be submitted in order to be considered for award. Award will be made to the responsible firm that is deemed technically acceptable and that submits the lowest responsible price. Evaluation criteria stated as minimum requirements will be outlined in the solicitation package. A Quality Control Program will be required as set forth in the Contract Specifications. NOTE: All Federal Contractors must be registered in the Central Contractor Registration (CCR) database, new contract awards can only be made to contractors who are registered in the CCR. CCR Web site: www.ccr.gov ; request form at 1-800-334-3414. Specifications available on the Internet Site on or about 12 March 2004. Site Visit 9:00 AM, local time, 26 March 2004. Only one site visit will be offered. Bid Opening 2:00 PM, local time, 12 April 2004. Duration of contract 365 calendar days; however, four (4) one-year options may be exercised at the discretion of the Government in accordance with clause Option to Extend the Contract-Services (NAVFAC 5252.217-9301 (Jun 1994). Performance at the Marine Corps Air Ground Combat Center, Twentynine Palms, CA. This procurement is 100% Set-Aside for Small Business. For the propose of this procurement, any concern submitting a proposal is classified Small if its annual receipts for its preceding three fiscal years do not exceed $5,000,000.00. NAICS Code 541380/SIC Code 8734. The related Small Business Size Standard is $12.5 Million. The Government intends to issue this solicitation through the use of the Internet. Plans and Specifications will NOT be directly provided in a paper hard copy format. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the Contractor’s responsibility to check the below listed address daily for any posted changes to this solicitation’s plans and specifications. The address for downloading this solicitation from the Internet is: www.esol.navfac.navy.mil. Download from the Internet is free of charge; however, some plans and specifications will take a considerable amount of time to download. Telephone or FAX requests will not be accepted. The official Plan Holder’s list will be maintained on, and can be printed from the Internet site. All prospective bidders must register as planholders on the Internet EBS Web Site for this project. Each company must indicate its name, address, phone number, and E-Mail address; identify whether the firm is a Prime, sub or Supplier, and indicate whether firm is a small Business, Small Disadvantaged Business or Large Business or if firm is a Woman-Owned Business. Plan Centers are also required to register. See solicitation for proper address for delivery of bids. Bid results may be obtained on the Internet Site 24 hours after bid opening. This is a public bid opening. Bids will be considered from all responsible registered sources.
