- NAICS Code: 541620 Title: Dialogue on Global Climate Change Response Date: March 2, 2003; 3:00pm Eastern Standard Time (Washington, DC) The United States Environmental Protection Agency (Security Management Division, Washington, DC), under the Simplified Acquisition Procedures of FAR Part 13, intends to award a sole source, fixed price purchase order to the Center for Clean Air Policy to: Task 1. Conduct Research, Analysis, and Policy Development The focus of this order is to support convening of two dialogues comprised of climate change experts from developed and developing countries to facilitate discussion of key issues concerned with international climate change. The contractor shall work with the participants and project collaborators from other research institutions to draft the agenda for research, policy discussion, and dialogue during the course of the project. This agenda will continue to evolve throughout the project according to the discussions. The research and dialogue activities will address the following kinds of issues: (1) exploring the linkages between sustainable development and climate change mitigation in developing countries; and, (2) building the understanding of GHG scenarios by negotiators. Task 2. Hold the Dialogue Meetings Task 2.a. Prepare for Dialogue Meetings The contractor shall be responsible for overall management of the project. Project management activities will include selecting consultants and collaborators, establishing and managing subcontracts with consultants, coordinating the project team, managing the budget, and conducting quality assurance for all project outputs. The contractor shall submit quarterly progress reports to the EPA COR, and will prepare a final report at the conclusion of the project. Specific activities include: ? Setting the agenda ? Selecting date and venues ? Prepare background materials Task 2.b. Convene and Facilitate Dialogue Meetings The contractor shall convene and facilitate two dialogue meetings during the period from Spring to Fall 2004. Each dialogue group will meet for one to two days. The contractor shall deliver a series of targeted presentations at each meeting to launch the discussion of each agenda item. The contractor shall then facilitate open and constructive discussions among the participants. Task 2.c. Summarize and Disseminate the Results of the Dialogue Meetings At the conclusion of each dialogue meeting, a summary shall be prepared by the contractor and distributed by e-mail to all participants. Deliverables Include: TASK 1: A list of draft proposed topics for discussion at each dialogue shall be submitted to the EPA COR no later than six weeks prior to the start of the dialogue. TASK 2: 2.a. Proposed dates and venues should be submitted to the EPA COR no later than six weeks prior to the date of convening the Dialogue. A list of topics for analytical background materials shall be submitted to the EPA COR no later than one month prior to the dialogue. 2.b. The contractor shall convene separate dialogue meetings in the Spring and in the Fall of 2004 at the selected venue. Background materials should be provided to the EPA COR no later than two weeks in advance of the dialogue meeting. 2.c. The contractor shall submit all final background papers and other materials, and a summary meeting report to the EPA COR no less than one month following successful completion of each dialogue meeting.
