- On February 3, 2004, the Office of Personnel Management formally announced it will conduct an A-76 standard competition of its clerical/technical/administrative support positions. The majority of the services will be performed in Washington, DC and Boyers, PA with limited services required in Dallas, TX, San Francisco, CA and Philadelphia, PA. Note: The Philadelphia, PA location was not listed as a location on the original synopsis for this competition. OPM intends to select a single source to perform all the services listed below. The applicable North American Industry Classification Code (NAIC) code for these services is 561110, Office Administrative Services with a size standard of $6 million in average annual gross sales over the past three years. Please also note that the total number of FTE included in this competition is revised from 164 to 162.7. OPM intends to issue a draft Request for Proposals for comment on or about March 31, 2004. This notice is for the purpose of determining if there are qualified businesses that are interested in participating in this competition and also, to gather information to determine if this procurement should be set-aside. If your company has the corporate capability and expertise for performing these services in all the locations listed above, provide the following information by e-mail only to afchatte@opm.gov about your company: (1) Company name, address, e-mail address, website address and telephone number. (2) Corporate capability statement that would demonstrate your company's ability to successfully perform these services. The statement should not exceed two pages and include experience and references, preferably from Federal agencies, for which you have performed similar services. (3) Is your business large or small? (4) If a small business, does your firm qualify as a small disadvantaged business (SDB)? (5) If SDB, is your firm certified under Section 8(a) of the Small Business Act? (6) Is your firm a certified hub zone business? (7) Is your firm woman-owned? (8) Is your firm veteran-owned or service-disabled veteran owned? This notice is a request for information only and does not constitute a request for proposals and submissions of any information based on this notice are purely voluntary. This notice does not obligate the Government to award any contract. Under the A-76 process, the in-house Government organizations that currently perform this work will be allowed to compete against the private sector or public reimbursable sources to perform these services. This standard competition will be conducted in accordance with the Office of Management and Budget Circular A-76 (Revised) May 29, 2003. The services to be provided include: Communications & Public Liaison (C&PL) requires clerical and administrative staff at its Washington, D.C., location to: receive visitors and screen telephone calls to office staff; manage selected staff calendars and establishes priorities for meetings, activities, and office conference room; schedule appointments for selective staff members as required; occasionally attend meetings for various staff members as directed; assist staff with preparation and review of documents, briefings, and presentations as required; work on additional initiatives as directed by the Director/Deputy Director C&PL (staff will be required to have computer/technical skills to handle all types of media and ensure quality of output); review incoming mail & regulations/publications to determine the importance of documents to C&PL office operations; maintain library of incoming publications for future use; receive and process requests from other offices within OPM for information concerning programs under the control or direction of C&PL; assist in preparation of inventory reports and supply requisitions as directed by the Director, Administration and Budget (C&PL); keep office supply materials available and ensure office equipment is ready for use; receive delivery of materials and supplies to the program office. Human Capital Leadership and Merit Systems Accountability (HCL&MSA) at its Washington, DC, San Francisco, CA, Dallas, TX and Philadelphia, PA, locations requires clerical and administrative staff who are able to handle a variety of correspondence and document packages, open and distribute inter-office mail, file and retrieve files, answer and respond or direct phone inquiries, greet and direct visitors, and enter data into a variety of automated systems that maintain and track time and attendance, travel, and small office procurement requests. They must have advanced proficiencies using Microsoft Word, Excel, and Outlook and basic skills using Microsoft PowerPoint and Access. They also must provide information technology (IT) management support to Governmentwide automated surveys and IT assistance support to test, install, troubleshoot, and maintain computer hardware and software as well as respond to various customer service requests relating to IT functions. The Office of the General Counsel requires clerical and administrative support staff at its Washington, D.C., location capable of handling basic office functions such as answering the phone with diplomacy, retrieving files, assisting with records management, greeting visitors, faxing and photocopying, typing, and maintaining the office library, supply cabinets, and bulletin boards. Much of the work handled by this activity may contain material and information of a sensitive and confidential nature especially labor-management sensitive documents. There is a significant need for the staff to perform external messenger services throughout the metro area as needed. Strategic Human Resources Policy (SHRP) requires clerical and administrative support at its Washington, D.C., location to receive and route telephone calls; greet and escort visitors; schedule appointments and staff meetings through electronic calendar system; coordinate stakeholder meetings and conferences; open, sort, and distribute incoming mail; fax and photocopy a variety of documents; prepare and review correspondence for typographical, procedural and grammatical accuracy; assemble Director's packages; maintain staff time and attendance and input data in automated system; establish and maintain subject matter files and office records; prepare and submit travel authorizations and vouchers in automated system; track priority correspondence; advise staff on administrative procedures; monitor office supplies; and ensure copiers are operational. Staff must be proficient in Microsoft Word, Excel and Outlook. The Office of the Inspector General (IG) requires clerical and administrative support staff capable of handling large volumes of incoming telephone calls from other OPM program offices, other Federal agencies, members of Congress and the general public at its Washington, D.C. location. These calls must be screened including the transfer of Hotline calls to the appropriate IG personnel and the ability to set up conference calls. Support staff must be able operate various office automation equipment such as computers, faxes and be proficient in Microsoft Office Suite applications. Staff will be responsible for maintaining, and updating various automated systems used to track employee fair subsidies and the procurement of office supplies as well as maintaining various office logs. Additionally, staff will be called upon for photocopying large volumes of documents. Human Resources Products & Services (HRPS) requires clerical and administrative and mail support staff at its Washington, D.C., and Boyers, PA., locations. The clerical and administrative duties include: handling large volumes of incoming telephone calls from other OPM program offices, other Federal agencies, members of Congress and the general public; faxing, photocopying large volumes of cases and correspondence; setting up meeting rooms; performing time and attendance; faxing; greeting and escorting visitors; responding to inquiries; and, ordering basic office supplies. Proficiency in Microsoft Office Suite is required. The mail support staff must be able to open and meter mail for distribution, handle large, heavy boxes of documents, alphabetize records, prioritize work, enter data into automated systems, and be able to work with a variety of data storage media like magnetic tapes and electronic records. Additionally, the Records Retention staff is responsible for the searching, retrieving, and the filing of over 300 million Federal employee records. This work is completely labor based with no automation. This staff is also responsible for the maintenance of several holding files and for file expansion. HRPS requires supply technician staff to maintain their stock management system and form store stockroom. Staff are responsible for greeting customers, filling stock orders, receive and answer routine telephone inquiries, track stock supplies and replenish stock supplies when necessary and enter data into the automated stock management system. HRPS requires printing specialist staff to prepare specifications, requisitions, print orders, manuscripts, camera ready copies, and electronic files for types of printing materials. Additional duties involve assisting in planning print inspections, preparing and reviewing proofs, inspecting work for adherence to specifications; preparing estimates for contracted print jobs and serving as the liaison between the Government Printing Office printers and analysts to ensure work is performed in accordance with specified requirements. HRPS requires telecommunication staff capable of serving as a technical liaison between its Boyers, PA., location, Sprint and FTS, designing highly technical specifications, coordinating and conducing systems technical feasibility studies, developing specifications for procurement for new or revised telecommunication equipment, reviewing and evaluating proposals, overseeing or participating in testing, acting as the administrator of the NEC system/faxes/video and telecommunication systems, monitoring and managing various reporting/tracking systems, and adhering to industry recognized best practices on security. HRPS requires administrative staff at its Boyers, P.A.location to coordinate the day-to-day facility. Potential activities could involve providing guidance to employees on procedural requirements; planning and tracking projects using Microsoft Office Suite; preparing and initiating authorized personnel actions; coordinating work for assignments to employees; contributing information for strategic planning; adhering to budgetary restraints; use a variety of automated systems for data entry and record keeping; and ensuring the distribution and tracking of incoming and outgoing mail and other documents. The Division for Management and Chief Financial Officer (M&CFO) requires clerical and administrative staff that can: respond to a variety of walk-in or telephone inquiries providing general information on agency functions or referring inquiries to appropriate divisions within OPM as well as outside entities; log and allocate credit card purchases; complete and submit training and travel requests; open and distribute mail to divisions or individuals within M&CFO and other parts of OPM using established knowledge of OPM organizations and personnel; review correspondence and documents and submits for signatures; analyze current mail processing procedures within M&CFO and recommends improvement to existing system; provide materials requested by OPM employees and the general public; mail information requested by telephone ensuring that most current information has been provide; operate a computer terminal to access data bases for computer reports, employment verifications, etc.; assist with inputting data into "CHRIS" to generate SF-50's (for awards, etc.); proofread SF-50's and correct obvious errors; and, typing; provide administrative support in other areas as required.
