Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W9124Q-W81C393295GC01 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisi tion Circular 19 dated 07 Jan 04. This is a Small Business Set-Aside. The applicable NAICS Code is 541618, and the size standard is $6,000,000. Our requirement is for nonpersonal services, to include labor, supplies, supporting services, supervision, an d management to execute assigned tasks in support of the Total Army Quality (TAQ) Management program for the Garrison Command at the White Sands Missile Range (WSMR) in accordance with AR 5-1, 'Total Army Quality Management.' We anticipate awarding an Ind efinite Delivery Indefinite Quantity (IDIQ) contract. The contract will consist of the basic period of performance which will be from award through 30 September 2004 with four one-year options. The first three task orders under this contract will be inc luded and funded in the contract award. It is anticipated these three task orders will be executed in each option year. First, the Contractor shall provide training, and facilitation for the purpose of institutionalizing the Army Performance Improvement Criteria (APIC) throughout the White Sands Missile Range (WSMR) Garrison Command. Second, the contractor shall provide training, facilitation, technical editing, word processing, reproduction, and distribution of WSMR Garrison Command Strategic Plan. Thir d, the contractor shall provide training, facilitation, technical editing, word processing, reproduction, and distribution of White Sands Missile Range Army Communities of Excellence submissions for the Army competitive Process. Additional services requir ed under this contract may be assigned by individual Task Orders with a definitive scope of work. Offerors shall submit a firm fixed price proposal for each of the three tasks, prices for each of the option years, and additional pricing information in s tatement of work located on our webpage at http://www.wsmr.army.mil/docpage/pages/sol_stat.htm. Award will be made to the contractor whose proposal is determined to be the most advantageous using the criteria in FAR 52.212-2 which can be found in our webp age cited above. From the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR), the following provisions and clauses are applicable to this solicitation: FAR 52.212-1, FAR 52.212-2, FAR 52.212-3 Alt I.
