Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested requested from GSA Holders Only and a written solicitation will not be issued. Solicitation W9133N-04-JMETL is issued as a Request for Proposal (RFP) and will result in a firm fixed price contract. Provisions and clauses incorporate d in Solicitation W9133N-04-JMETL are those in effect through Federal Acquisition Circular (FAC) 2001-04. This acquisition is being acquired as 100% Small Business Set Aside. Consulting Services - develop performance and training processes and procedures to support the intent and effectiveness of Joint Force readiness and establish ways to measure performance to assess how well mission essential tasks are being accomplished. The intent of training is to ensure organizations are trained to operate success fully in the full spectrum of conflict. The five tenets of joint training include: Each ANG organization requires a unique Mission Essential Task Listing (METL) illustrating its commitment to the success of its assigned missions. As such, the METL is the c omplete package of mission essential tasks (MET) for any particular organization. It is identified through an analysis of an assigned or anticipated mission and demands a detailed analysis of mission capabilities/requirements, as well as, a definition of t asks/relationships to the Air Force Task List (AFTL), Joint Mission Essential Task List (JMETL), and the Universal Joint Task List (UJTL). Additionally, relevant conditions (perform this task under conditions of…..) that affect the performance of eac h individual task within the appropriate environment must also be identified and developed for each ANG organization. This effort will support the Chief, National Guard Bureau and the Director, Air National Guard’s vision and strategy of “Ready, Reliable, and Relevant…Now…and in the future” to meet the challenges of Air Force and DoD Transformation, Jointness and capabilities-based relevance. 2. OBJECTIVE The objectives of this effort are: 2.1 To conduct a thorough analytical examination of ANG UTCs, mission capability requirements, and assigned missions 2.2 Analyze applicable UJTLs, JMETLs, and AFTLs for application within the ANG 2.3 Formulate an ANG strategy, concept, and policy for METs that will enhance the combat effectiveness and interoperability 2.4 Develop standardize and objective METL for all assigned organizations to include conditions, performance measures, and standards 3. TASKS The required tasks include: 3.1 Developing detailed CONOPS with applicable doctrine and policy, outline of specific tasks and milestones 3.2 Reviewing, analyzing, and documenting UTCs and missions of all assigned ANG organizations 3.3 Identifying Mission Essential Tasks for each organization 3.4 Identifying conditions, performance measures, and standards for each MET 3.5 Identifying corresponding AFTL, JMETL, and UJTL METs 3.6 Developing briefings and attending conferences as required to ensure CONOPS status 3.7 Developing and publishing METL for all assigned ANG organizations 3.8 Developing detailed Implementation Plan outlining specific tasks and milestones 4. Work Location: The work will be completed at the Air National Guard Readiness Center, Directorate of Air and Space Operations. Travel requirements are not known at this time. A line item will be established for travel, to be funded through ANG/XOX. 5. Period of Performance: One year from date of award. 6. Special Requirements: Contractor personnel must have recent National Guard Bureau/Air National Guard experience, to include understanding of federal and state missions. Thorough understanding of Joint Operations Concepts, Joint Doctine, Mission Essent i al Task Lists, and Joint Training is required. An understanding of operations and expeditionary combat support planning, training, and tasking, as well as the transformational needs associated with future joint forces and capabilities are essential. 7. Security: Contractor will require a SECRET clearance for access to Operational Plans, DOC tasking, readiness (SORTS/ART) data, and joint training and deployment data. Data will be access through SIPRNET terminals provided by the government. Please submit with your quote a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items. All quotes will be evaluated on price. The Government will award a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The FAR clauses my be viewed at http://farsite.hill.af.mil Contractors submitting quotes must be enrolled in the Central Contractor Registration Program (CCR). The closi ng date for this solicitation will be 27 Feb 04, 2:00 PM Eastern Standard Time. Late quotes will not be accepted. Your quote shall be submitted in writing to chris.pettigrew@ngb.ang.af.mil. This notice does not obligate the Government to award a deliver y order for the subject items. The Government shall not be obligated to pay for any information developed and/or furnished by potential sources in response to this notice.
