- Description
- The U. S. Postal Service is soliciting proposals from licensed paving contractors only to remove and replace approximately 120,258 square feet of pavement at the Sacramento Processing & Distribution Center (P&DC) located at 3775 Industrial Boulevard, West Sacramento, CA 95799-0100. The contractor selected will provide and is responsible for all labor, materials, equipment, transportation, disposal, supervision, supplies, and obtain all necessary permits to complete the project. The work will be accomplished in seven (7) phases, each phase taking approximately one and one-half (1 ˝) to two (2) months. Each phase must be completed and accepted by the Postal Service prior to commencement of the next phase. Construction cost is estimated at $2,500,000.00 to $2,600,000.00. The expected performance period is 450 days after notice to proceed. A pre-proposal on-site meeting will be conducted at 10:00 A.M. on Friday, March 5, 2004 at the Sacramento P&DC. Attendance is mandatory for all prospective offerors. Interested offerors must contact this office by March 4, 2004 (12:00 noon) to set an appointment for the on-site walk-through. Additionally, interested offerors must send a check made payable to the U.S. Postal Service, in the amount of $50.00 (each copy), for the solicitation package. Offerors are encouraged to review the project specifications/drawings and postal requirement prior to the on-site walk-through. To submit a proposal, please complete and return pages 1 and 2; Section L; Attachment 6 - Subcontracting Plan; Attachment 4 - Schedule of Values; and Attachment 12 - Contractor’s Qualification Worksheet. The proposal must specify a sum certain fixed price for the complete project that includes offeror’s overhead, profit, bonds, insurance, and all other contingencies. No allowance for such items will be made after contract award. Offers will not be publicly opened. All proposal information will remain confidential until award. All proposals received will be evaluated using a “two-step” process. Offerors will first be evaluated on their technical and financial capabilities, performance history on comparable projects, client references, and supplier relationship on a “pass/fail” basis. Only those offerors that have met the “first step” of the evaluation process will be considered. Selection for contract award will be based on best value to the U.S. Postal Service. Pursuant to the Miller Act, a contract award will be contingent upon receipt of valid performance and payment bonds, from the awardee, each in an amount equal to the full contract price. This solicitation is being issued pursuant to the authority of the U. S. Postal Service Purchasing Manual, Issue 2 dated 1/31/02.
