Description
HQ AMC/A34YR intends to negotiate on a sole source basis with Atlas Air, Inc., 2000 Westchester Ave., Purchase, NY 10577-2543 for the acquisition of non-scheduled air transportation for the purpose of an AFMC Large Aircraft Survivabilty Initiative for wide-body aircraft, i.e. B747-400's. This service can only be performed by Atlas Air, Inc. due to they are the only U.S. carrier with B747-400's powered by GE CF6-80 engines for the initiative. Justification for sole source acquisition in accordance with 10 U.S.C. 2304(c)(1). The contractor shall participate with the USAF and other support personnel in a flight measurement program. The contractor will provide and operate a leased B747-400 in the vincinity of Eglin AFB, FL. All flight hours shall be quoted as all-inclusive on a per flight hour basis. All-inclusive shall include the basic aircraft, positioning of the aircraft, pilot, co-pilot, other crew, fuel, ground operations & maintenance support, landing fees (if required), and ramp fees (if required). The contractor shall permit two 46 Test Wing, flight-test engineers and one test-pilot to fly aboard the aircraft to coordinate flight profiles with the observation aircraft and operate on-board equipment. The contractor aircrew shall be required to attend all pre-test planning and safety meetings and become acquainted with the test flight profiles and procedures. The 46 Test Wing intends to collect infrared signatures of the leased aircraft with an instrumented USAF aircraft. Several flight configurations and engine power settings will be observed from a number of aspect angles. The infrared signatures will then be used to create a radiance map of the subject aircraft for threat assessments. See Number Note 22.
