- CONTRACT INFORMATION. This contract is being procured in accordance with the Brooks A-E Act FAR Subpart 36.6 and FAR 16.202. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The services will consist of primarily Security Engineering, Protective Design and option for Construction Phase services to perform security upgrades to bridges in NY, NY. Other required services include, but are not limited to, Cost Engineering, Environ mental Engineering, Construction CPM Scheduling and Maintenance and Protection of Traffic. The anticipated start date is June 2004 with an anticipated construction completion date of May 2008. The estimated Cost of Construction will be between $ 25,000,000 and $ 100,000,000. To be eligible for a contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION Architectural & Engineering services: The work shall include, but not be limited to Security Engineering and Protective Design services to protect bridges against destructive attack This shall consist of, but not be limited to, production of contract dra wings, specifications, studies, design analyses (to include dynamic modeling of the response of structural elements to explosive and collision impact loadings), cost estimates and construction schedules; to include electronic surveillance, detection, secur ity and communications systems, physical security systems, explosion mitigation designs, structural redundancy/hardening/strengthening/shielding, fire protection systems, and collision impact mitigation designs. Communication and coordination with USACE, local, state, and federal agencies is required. Other required services: Cost Engineering, Environmental Engineering; Construction CPM Scheduling and Maintenance and Protection of Traffic. 3. SELECTION CRITERIA The selection criteria for this contract are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through f are primary. Criteria g and h are secondary and will only be used as âtie-bre akers among firms that are essentially technically equal. Primary Selection criteria: a. Specialized experience and technical competence: 1. In bridge engineering and design, to include long-span bridges, suspension and cantilevered truss type. 2. In bridge operations and maintenance, including maintenance and protection of traffic. 3. In blast effects and impact on structural behavior, to include analytical modeling capabilities as well as overall experience/background in the field. 4. In developing criteria, specifications and guidelines for the mitigation of blast and collision impact on structures. 5. In mitigation of blast effects and collision impacts on structures. 6. In blast and collision impact mitigation engineering and design. 7. In protective design, including the design of electronic and physical security systems, communications systems and fire protection systems. 8. In Threat, Vulnerability and Risk Assessment, and Security Mitigation of bridge structures. 9. Must demonstrate its plan for successful quality assurance and integration of all design disciplines. 10. Production of drawings to be accomplished in AUTOCAD. 11. Specifications, studies, reports and design analyses to be prepared using the latest version of MS Word. 12. Plans and Specifications in Electronic Bid Solicitation (EBS) format. 13. Specification sections to be provided in Portable Document Format (.pdf). 14. Contract Design files to be provided in Continuous Acquisition and Life-Cycle Support format (.cal). 15. Demonstrated long span bridge cost estimating experience. Development of cost estimates in latest version of M-CACES preferred. b. Qualified personnel in the following key disciplines: (1) Qualified Licensed Civil, Structural, Hydraulic, Hydrologic, Geotechnical, Environmental, Electrical, Mechanical and Blast Engineers; Registered Architect; Certified Cost and Scheduling Engineers. The evaluations will consider education, training, registration, voluntary certificates, overall and relevant experience, and longevity with the firm. c. Past performance on long span bridge projects and other contracts including DOD contracts with respect to quality of work, cost control, and compliance with performance schedules, as determined by ACASS and other sources. d. Capacity to perform the required work in the allotted time period. The evaluation will consider the availability of an adequate number of personnel in key disciplines. e. Knowledge of the locality of New York City provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Note: Firms are encouraged to submit from any geographical area. Secondary Selection criteria: g. Extent of participation of Small business, Veteran-owned small business, service-disabled small business, HUBZONE small business, small disadvantaged small business and woman-owned small business and minority institutions in the proposed contract tea m, measured as a percentage of the total estimated effort. h. Volume of work previously awarded to the firm by the Department of Defense, with the object of effecting an equitable distribution among qualified A/E firms, including small business, Veteran-owned small business, service-disabled small business, HUBZ ONE small business, small disadvantaged small business and woman-owned small business and minority institutions . and firms that have not had prior DoD contracts. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform these services must submit three (3) copies of SF 255 (11/92 edition), and three (3) copies of SF254 (11/92 edition) for the prime firm and all consultants, to U.S. Army Corps of Engineers, NY District, 2 6 Federal Plaza, New York, NY, 10278, Room 2037, Attn: Ms. Maureen Smith, CENAN EN M, (212) 264-9104. Submittals will not be accepted after 4:00 pm on the original response date shown in the FedBizOps. The SF255 shall not exceed 50 pages, including no more than 5 pages for Block 10. Use no smaller than type 12 font. Include the firmâs ACASS number i n SF255, Block 3b. If not registered in ACASS, call (503) 808-4590. For prime firms not having full in house capability, they must demonstrate in Block 10 of SF255 how they will manage subcontractors and insure quality control. Prime firms must demonstr ate in Block 10 of SF 255 its plan for successful quality assurance and integration of all design disciplines. Include an organizational chart of the key personnel to be assigned to the contract. Personnel assigned to work on this project may be subject t o a government security investigation and must meet eligibility requirements for access to classified information. Indicate personnel to be assigned to this project that currently possess a security clearance and those that may have to obtain a security cl earance. Facsimile transmissions will not be accepted.
