Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. The Marine Corps Northeast Regional Contracting Office currently has a requirement for the restoration of the M4A3 medium “Sherman” tank located at the Museum Branch, Quantico, VA. See the attached statement of work for details on this requirement. The delivery date for the restored M4A3 to the Museum Branch shall be no later than 1 February 2005. FAR clause 52.212-1, Instructions to Offerors – Commercial, applies to this acq uisition, FAR clause 52.212-2, Evaluation – Commercial Item applies, and the specific evaluation criteria is as follows: A thorough and comprehensive technical review of al proposals submitted in response to this combined synopsis/solicitation will be completed. In each area of consideration the contractor will be qualitively ranked as follows: (1) Outstanding – Demonstrates high ability to meet requirements relative to the statement of work and needs of the Museums Branch. Contractor presents a negligible risk of failure to comply with the statement of work in a timely manner; (2) Acceptable – Adequately demonstrates ability to meet requirements relative to the statement of work and needs of the Museums Branch. Contractor presents a low risk of failure to comply with the statement of work in a timely manner; and (3) Unacceptable – Fails to demonstrate ability to meet requ irements relative to the statement of work and needs of the Museums Branch. Contractor presents a high risk of failure to comply with the statement of work in a timely manner. Technical factors are listed in descending order of importance: (1) Technical Ability – Documents both an understanding and the capability to restore the M4A3 medium Sherman tank to the museum quality standards as required by the statement of work. Documentation required includes, but is not limited to, the certification of training and education of either the company or its employees in areas related to the restoration of large tracked military vehicles, such as welding, metallurgy, parts manufacturing, as well as ownership or the ability to acquire parts and equipment needed to perform the restoration. Demonstrates a current knowledge of the restoration of historical artifacts. (2) Experience – Do cuments depth of experience for past restorations projects of a similar nature for other museums or public displays. (3) Past Performance – Available data on an all contractors submitting bids will be reviewed and evaluated. Elements considered shall include, but are not limited to timeliness of deliverables, quality of deliverables, and adequacy of administrative reporting. FAR clause 52.212-3, 52-212-4, and 52.212-5 apply to this combined synopsis/solicitation. The Government proposes to enter into a firm fixed price contract. All contractors must be registered in the Central Contractor Registration (CCR) database. Please submit a proposal that includes a breakdown of cost by labor category, hours for each task and or subtask, and a detailed breakdown of other direct costs (ODCs). Proposals are due on 20 March 2004. Any proposal received after this date will not be c onsidered.
