Description
This office intends to competitively award a FFP type contract for special protected vehicles as follows: 1 ea sport utility vehicle, gasoline engine, left hand drive, vehicle shall meet the following minimum specifications: seating capacity 9 passe nger, 4x4, 8 cylinder, 6.0 liter, 325 horsepower, automatic transmission, air conditioning; 1 ea sport utility vehicle, gasoline engine, left hand drive, vehicle shall meet the following minimum specifications: seating capacity 5 passenger, 4x2, 8 cylind er, 4.7 liter, 235 horsepower, automatic transmission, air conditioning; 3 ea sedans, 4 doors, gasoline engine,left hand drive, vehicle shall meet the following minimum specifications: seating capacity 5 passenger, all wheel drive, 8 cylinder, 4.0 liter, 270 horsepower, automatic transmission, air conditioning and an option for an increased quantity of 1 ea sedan as herein described. The following is required for all vehicles: Ballistic classification: Minimum balisistic protection shall provide against 7.62 East Block ammunition (7.62 x 39, M1943, SC) fired from a rifle and shall be in accordance with testing procedures utilized by the Bundes-kriminalamt(BKA), Beschussamt Ulm/Mellrichstadt, Germany and/or U.S. testing certification procedures. Opaque armor: Vehicle shall afford ballistic protection for the protection level sp ecified. For opaque protective materials such as Spectra, much care and attention shall be given to attachment method(s) to ensure against fraying and/or peeling of edges during multi-hit attack. Transparent armor shall be of one-piece construction with a nti-spall inner layer. Transparent armor shall be AGP, Isoclima, PPG, Triplex or Sully, of glass-plastic (polycarbonate), laminated construction and shall have a material alone capability of meeting or exceeding the ballistic protection specified above. A rmoring of entire floor area must meet a minimum protection level acceptable to withstand blasts underneath the vehicle (hard or soft surface) from two(2)DM 51 German ordnance, grenades and/or similar blasts. Exposed/fraying edges will not be accepted. Ru n flat tire inserts to allow vehicle to travel at a high rate of speed after puncture. Only those opaque and transparent armor materials tested by an armor test laboratory (e.g. H.P. White, USA, or Beschussamt Mellrichstadt/Ulm, Germany) and having receive d certification as having met the U.S. Navy armor material standard articulated by the U.S. Department of State shall be used in the special protected vehicle fabrication. The U.S. Government reserves the right to exclude any vehicle offered that does no t fit in with the vehicle operating environment due to security and/or political ramifications. The Contractor is required to have authorized maintenance/repair and service facilities throughout Europe, the Middle East and South America. Delivery of vehic les shall be FOB origin and shall be not later than than 120 days after date of order. Acquisition is being conducted IAW requirements of FAR Part 13, Subpart 13.5 – Test Program for Certain Commercial Items. Anticipated issue date of the RFQ is 10 Mar 04. Note 12 applies.
