Description
The U.S. Army Engineering and Support Center, Huntsville, AL, will be issuing a Request for Quotation for the impending procurement of the Conflict Management and Alternative Dispute Resolution course for FY 04 and the possibility of four one-year op tion periods. The course session length is 36 hours (4-1/2 days), and the session schedule is as follows: Norfolk, VA, 19-23 April 2004 and Jacksonville, FL, 14-18 June 2004. Dates and locations for the potential option years are: Dallas/Fort Worth, TX , 18-22 Apr 05 and Reno, NV, 18-22 Jul 05; Huntsville, AL, 17-21 Apr 06 and Denver, CO, 12-16 Jun 06; Norfolk, VA, 16-20 Apr 07 and Huntsville, AL, 16-20 Jul 07; Phoenix, AZ, 14-18 Apr 08 and Huntsville, AL, 9-13 Jun 08. Class size is 35 students. The in struction team shall consist of two instructors present during the full 36 hours of instruction. The Government shall provide classroom space, government forms and all training equipment and materials. The contractor shall provide all services, personnel , materials (other than those provided by the Government), A-V aids, travel and lodging for contractor personnel. The course material presented will convey the knowledge and hands-on experience which makes dispute prevention and resolution a part of each Corps of Engineers manager’s tool kit for effective decision-making. The course enables managers to address t he types of conflict encountered in project management, regulatory functions, negotiating local cooperative agreements, managing operations and finances, base closure, and in the Superfund/DERP responsibilities of the Corps. Course participants learn abou t the variety of Alternative Dispute Resolution (ADR) techniques and how to head off potential disputes or mitigate conflicts when they occur. Topics covered are: (a) overview of major conflict situations across Corps programs; (b) how to identify the types of and reasons for disputes; (c) assessing the point in the “Life Cycle of Conflict” most beneficial for intervention; (d) a conti nuum of Alternate Dispute Resolution (ADR) techniques; (e) use of third parties in Dispute Resolution; (f) how to create “win-win” outcomes; (g) how and when to use ADR techniques; (h) planning to avoid and/or decrease litigation costs; (i) under standing the negotiator mediator, conciliator, and facilitator roles; (j) strategies of coalition building; (k) how to reach consensus; (l) what are negotiation and bargaining? What are the differences between positional and interest-based negotiations and when should they be used? (m) fact-finding skills; (n) dealing with values; and (o) using communication skills of active listening and applying group process techniques to managing disputes The contractor shall participate in a one-day post award meeting and a one-day dry run in Huntsville, AL. The contractor shall also develop/revise/update student course materials and instructor teaching materials to include: (a) Schedule of Instruction, (b) Instructor’s Lesson Plans, (c) Tests for Measurement of Student Achievement (Pretest & Posttest), (d) Student Course Manual with supportive/supplemental reference materials, and (e) Visual Aids (paper copies and actual visual aid). Courses projec ted for FY05 thru FY08 shall be taught utilizing the material revised in FY04. The contractor shall provide each student a copy of the course manual in addition to two copies to the Government. The team of instructors shall have experience in administering and instructing short courses of instruction. The lead instructor should possess an earned master’s degree from an accredited college or university with a major area emphasis which direct ly relates to one or more of the topics set forth in the statement of work. A bachelor’s degree with a major area of emphasis which directly relates to one or more of the topics set forth in the statement of work plus 7 years of teaching experience i n ADR-related top ics can substitute for the masters degree. Each instructor should have a minimum of five years experience within the past eight years working with the disciplines called for in the statement of work, either in research and/or in a professional work setting. Each instructor should have at least one course session per year for three of the past five years teaching and/or assisting in conducting courses/seminars related to the technical expertise called for in the statement of work. Teaching experience shall have involved instructing adult learners i n a work-related rather than an academic related setting. One instructor shall document certification to procure, administer, and interpret the Strength Deployment Inventory instrument. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
