Description
The U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to procure construction of an approximately 7,300 square feet addition to the Hollings Marine Laboratory, located at Charleston, South Carolina. This addition will house two Nuclear Magnetic Resonance Instruments and associated equipment, personnel and other areas. The Contractor shall furnish all labor, material, equipment and each and every item of expense for the following work including, but not limited to, timber and steel pile foundations, concrete, steel and wood structure, steel stud drywall partitions, doors, frames and hardware, acoustical lay in ceilings, vinyl composition tile floor coverings, painting, new interior signage, fire extinguishers with cabinets, lab casework, lab equipment, laboratory gas piping systems, extensive and technically sophisticated Heating, Ventilation and Air Conditioning (HVAC) systems, plumbing, waste systems, Uninterrupted Power System (UPS), emergency generator and other associated plumbing, mechanical and electrical work. The Offerors will be evaluated based on experience with similar types of construction, past performance, key personnel, and proposed schedule. Costs will be analyzed for realism, completeness, and reasonableness in relation to the solicitation requirements. Similar experience is considered to be work at research laboratories, hospital Magnetic Resonance Imaging (MRI) facilities, hospital operating rooms, clean room manufacturing areas, environmental controls, college labs, and construction work which includes sophisticated HVAC equipment, vibration control and demands rigorous construction quality to insure a constructed facility properly built to insure worker safety, and proper, controlled research. The Government intends to award a firm-fixed price contract to the responsible offeror whose proposal represents the best value to the government following the evaluation of technical proposals and analysis of cost proposals. The Government considers the relative importance of an offeror’s technical capability to be equal in importance to its price. The resultant contract will be firm-fixed price. The size of the project is between $1,000,000.00 and $5,000,000.00. NAICS code 236220 applies to the procurement. The small business size standard is a maximum of $28.5 million average annual gross revenue for the last three fiscal years. This is an unrestricted type procurement, open to both large and small businesses. The completion time for this project is a maximum of 365 calendar days. Variations in the completion date proposed by the offeror will be evaluated. Solicitation number WC133C-04-RP-0012 will be available on or about February 27, 2004. Proposals are estimated to be due on April 6, 2004. All responsible sources may submit a proposal which will be considered by the agency. The Central Administrative Support Center, Acquisitions Management Division requires that all contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
