- Description
- The Fleet and Industrial Supply Center Puget Sound intends to solicit for Marine Design & Engineering Services in support of Puget Sound Naval Shipyard. The contractor shall provide comprehensive engineering services in the areas of naval architecture, mechanical, electrical/electronics, and environmental design. The work will include planning and estimating, engineering designs and calculations, technical research, material specifications, ordering, and kitting, troubleshooting and failure mode analysis, assessments and inspections, testing, grooming and alignment of equipment, work control, testing and test direction, logistics support, oversight and management of industrial work, training, and detailed reports based on engineering studies and analysis relating to marine vessels and equipment. This may also include Computer Aided Design (CAD) drafting and modeling, computer programming and support services, and technical document preparation, publication and reproduction. The work may also include the need to install and monitor test and troubleshooting equipment and minor installation/repair/replacement of components, equipment, and systems associated with troubleshooting and various assessments and inspections. Efforts to be performed under this contract will primarily take place in the region of the Puget Sound Naval Shipyard, Bremerton, WA. The contract type is an unrestricted, Cost-Plus-Fixed-Fee (CPFF) level–of-effort, for a base year and (4) option years. The estimated total 150,000+ labor hours are composed of an estimated 30,000+ labor hours for the base year and each of the (4) option years. The contract base year period of performance is anticipated to begin 01 Jan 2005. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor(s) is to be based on other than the lowest price, technically acceptable offer. Award under this procurement will be made to the technically acceptable offer, which provides the best value to the Government, technical, past performance and cost considered. This contract will be subject to the Trade Agreement Act of 1979. This is not a commercial (FAR Part 12) acquisition. A secret Facility clearance and safeguarding capability is required. The Service Contract Act applies. FOB Destination. Pre-Proposal conference anticipated. Oral presentations of the Technical Capability Plan are anticipated. It is anticipated that the RFP will be issued on or about 01 June 2004, with solicitation closing approximately 45 days later. When issued, the RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil. All firms wishing to submit an offer are responsible for downloading their own copy of the RFP from this website (WinZIP or equivalent is required), and to frequently monitor that site for any amendments to the RFP. Interested parties may utilize www.fedbizopps.gov and request an E-mail notification by clicking on the “FedBizOpps Vendor tab” then “Acquisition Notification Service” then “register to receive notification by solicitation number”. By registering with this service, you should receive notification when the solicitation has been uploaded to the NECO website. NOTE: FISC PUGET SOUND DOES NOT GUARANTEE THIS NOTICE. OFFERORS ARE STILL RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION FROM THE NECO WEBSITE. No telephone or fax requests for the RFP package or amendments will be accepted. An email request to rebecca.pastorella@navy.mil will be accepted in the event that a firm experiences problems downloading the RFP from the NECO website. The Government is not responsible for any inability of the firm to access the posted documents. This office will not maintain a bidder’s mailing list. No paper copies of the RFP and/or amendments will be mailed. Failure to respond to the electronically posted RFP and any associated amendments prior to the date and time set for receipt of offers may render your offer non-responsive and result in the rejection of same. All responsible sources may submit an offer, which shall be considered by FISCPS. Electronic submission of offers’ is not available at this time.
