- Sources Sought Synopsis: This announcement constitutes a Sources Sought Synopsis. FDA wishes to identify qualified 8(a), HUBZONE, or small business companies who have the interest and the ability to provide integrated hazardous waste disposal services to FDA research laboratories for chemical, radioactive and special medical wastes as defined in Federal and State regulations. The experience most relevant is hazardous (chemical, radioactive, and special medical) waste management services for a research laboratory or educational institution, not an industrial generator. The services are needed for Maryland, Virginia, Alabama, and Illinois. It may include other sites in the future. The NAICS code for this procurement is 541710. The purpose of this synopsis is to encourage interested, qualified 8(a), HUBZONE, and small business companies to submit capability statements which describe their company’s experience and ability to satisfactorily address the following general requirements of work: (1) the collection, sorting, packaging, manifesting, transportation, and off-site storage, recycling, treatment and/or disposal of such wastes and provide any materials or equipment, as required to perform this service; (2) sampling and analysis of the waste stream to identify and characterize chemical, radiological, and multi-hazardous wastes for storage, transportation, treatment or disposal; (3) characterization of unknown chemicals, radioactive materials, and gases; (4) identification of controlled substances for disposal; (5) emergency response/remediation to spills, leaks, or other environmental releases involving hazardous materials; emergency removal of hazardous wastes or materials; (6) Relocation of hazardous materials to other facilities; (7) chemical and radioactive decommissioning and decontamination services for facilities. Interested companies shall provide (1) a summary of specific work previously performed or being performed that is similar to the general areas of work described above; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement including description of training program requirements. Resumes for key personnel should be included in the capability statement, if available; (3) any other specific and pertinent information as pertains to this Sources Sought, including a sample Safety and Health Plan included in Operational Plans. Interested companies must demonstrate that they own/operate a fully permitted EPA/RCRA treatment, storage, disposal, and/or recycling (TSDR) facility(s) capable of receiving and managing a majority of FDA's estimated 66,000 pounds of hazardous chemical waste generated annually. Information on the TSDR facility (s) shall include documentation of regulatory compliance, permits, licenses, and insurance; methods for recycling, storing, treating, or disposing of the waste; final disposition of wastes; TSDR facility site characteristics; TSDR facility's monitoring program. Interested companies must demonstrate that they use approved facilities for special medical and radioactive waste capable of receiving an annual average of 86,000 lbs of special medical waste and an average of 21,300 lbs of radioactive waste. Interested companies must demonstrate they have other necessary licenses and permits required which include: Controlled Hazardous Substances (CHS) Driver Certificate, CHS Hauler (MD), CHS Facility Permit (MD), EPA Generator Activity Notification, EPA PCB Notification, EPA/State Analytical Laboratory Certifications, EPA Transporter Notification, EPA Hazardous Waste Transporter, RCRA TSDR Facilities Permits, Radioactive Material License, Special Medical Waste Hauler (MD), EPA/State Transporter permits, licenses, certifications for each transporter proposed to haul hazardous wastes and materials, special medical waste, and radioactive waste. FDA will review and use companies’ capability statements to make a determination whether this requirement should be set-aside for other than full and open competition. Responses must reference Request for Information (RFI) number 223-04-2505 and include the following: (1) name and address of firm, (2) type of business (i.e.: small, small disadvantaged 8(a) certified, HUBZONE, woman-owned small business, small disadvantaged business (not 8(a) certified), veteran-owned small business, or service disabled, veteran owned business.) (3) business point(s) of contact by name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS codes, (6) contractor’s capabilities statement which covers the information stated above, (7) list of customers over the past 5 years for whom similar services have been provided. This list shall include a summary of work performed, contract number, contract type (cost reimbursement, fixed price, time and material as prime or subcontractor), dollar value, and customer point of contact with phone number. Responses shall be submitted via e-mail to: pscarbor@oc.fda.gov. not later than fifteen (15) days after publication of this announcement. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
