Description
This is a Request for Information and sources Sought Synopsis to identify possible potential sources for submission of capability statements for firms with the capability to provide surgical linen services as further summarized herein for the Department of Anesthesia and Surgical Services (DASS) at the National Institutes of Health (NIH) Clinical Center (CC) in Bethesda, Maryland. The type of linen that would be included would be all-sized surgical scrubs and a variety of linens used in Operating room (OR). DASS performs approximately 2500 surgical procedures per year. The OR and staff are available 24 hours per day, 7 days a week, 365 days per year. The number of surgeons and members of DASS staff total approximately 200. The vendor would be required to provide surgical scrubs and linens directly to DASS and to purchase and maintain the linen inventory in good repair which includes disposal of all torn, worn linen and procurement of replacements to the stipulated par levels. Additionally, the vendor would be required to pick up soiled scrubs from the Scrub Avail machine and to restock it directly with matched sized laundered scrub sets each day. The vendor would also be required to maintain the OR surgical scrub inventory to include disposal of torn, worn scrubs and procurement of replacements to PAR levels, per the Scrub Avail capacity, ranging in size from x-small to 3XL. The vendor would receive training on the ScrubAvail computer by designated Central Hospital Supply staff. Surgical scrubs cannot be patched, stitched, re-sewn or thermasealed. All surgical linen and surgical scrub apparel color selection shall be misty green and be stamped with an NIH logo as determined by the Government. The vendor would maintain the Scrub Avail database, managing user additions and deletions, credit distributions, tracking the number and sizes of scrubs that are required for daily restocking. All soiled surgical scrubs and the soiled linens would be picked up once a day, by 6:00 a.m., regardless of weather or traffic conditions, 6 days a week from predetermined locations in the confines of the OR. The linen would be bagged in an impervious bag and placed in a covered cart provided by the vendor in a designated location within the confines of the OR. Clean linen will be delivered by the vendor directly to the designated carts in the OR on a daily basis. When the vendor delivers both the linen and the surgical scrubs, the cart will be wrapped with plastic. If the plastic is ripped/cracked or otherwise damaged, the shipment is unacceptable. The cart will be cleaned on a daily basis by the vendor to prevent the transmission of dirt to the OR. One cart must be designated “clean” for the transportation of clean scrubs and linen. One cart must be designated “dirty” for the transportation of dirty scrubs and linen. DASS linen and surgical scrubs cannot be co-mingled with linen from other facilities. The vendor would be required to meet all JCAHO and other regulatory requirements. The vendor must ensure that they comply with all applicable federal and state government regulations regarding control of infectious diseases in health care facilities. Vendors should consult the specific regulations for further details, exemptions, documentation and record keeping. This is not a request for proposals or quotes and in no way obligates the Government to award any contract. The North American Industrial Classification System (NAICS) Code is 812332. The purpose of this survey is to improve the understanding of the Government’s requirements and industry capabilities and allow the Government to obtain quality supplies and services at reasonable prices. Capability statements being supplied should include at a minimum at least the following information: 1. List of recent past performance references (at lest 5 for hospital OR linen laundry services), including contact names, telephone numbers, e-mail addresses, a description of the contract services provided, duration of contract and estimated costs. 2. Detailed descriptions of company experience in providing the required services, including but not limited to the following: number of years that the company has been providing the services, description of the company’s facilities where the services will be provided, how projects are managed-including management controls established to ensure that work is done in accordance with contract requirements, 3. A description of the training in infection control received by employees, 4. Knowledge of and company experience with meeting all Federal and state government regulations regarding control of infectious diseases in health care facilities, 5. Size of company, number of employees and other information deemed relevant to establish the company’s capabilities to provide the required services to the Government in a timely and fully compliant manner. Information provided by any vendor in response to this sources sought notice shall not be disclosed if doing so would reveal the vendor’s confidential information and will be protected under FAR Part 3.104. Capability statements should be received by no later than March 15, 2004. Any and all proprietary and restricted information provided should be clearly marked.
