Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-04-R-0008. This acquisition is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. This action is a full and open competition. The associated NAICS code is 333319; the SIC code is 3699. The small business size standard is 500 employees. The following is a list of contract line it em number(s) and items, quantities and units of measure: 0001 Air conversion and refurbishment for pulser used in 450 KV flash x-ray system. Air conversion will allow pulsers to operate with dry, compressed air. Refurbishment includes replacement of all o-rings, spark balls, plungers, springs, trigger balls, a nd electrical test of all modules. Part number 43734A option O74, 10 ea. 0002 Testing and pressure certification of 450 KV remote tube head, part number 43734A option 75, 10 ea. 0003 Air conversion control panel for 450 KV flash x-ray system, part numb er 130-195100, 2 ea. 0004 Air conversion and refurbishment for pulser used in 300 KV flash x-ray system. Air conversion will allow pulsers to operate with dry, compressed air. Refurbishment includes replacement of all o-rings, spark balls, plungers, spr ings, trigger balls, and electrical test of all modules. Part number 43733A option O74, 20 ea. 0005 Testing and pressure certification of 300 KV remote tube head, part number 43733A option 75, 33 ea. 0006 Air conversion control panel for 300 KV flash x-ray system, part number 130-195200, 3 ea. Description of requirements: The Army Research Laboratory, Aberdeen Proving Ground, MD currently owns multiple flash x-ray systems to instrument and record info rmation from ballistic experiments. Of particular interest here are pulsers used as a major component within both 300 KV and 450 KV flash x-ray systems. The Army desires to upgrade these assets by 1) converting them to operate with dry compressed air ins tead of currently required sulfur hexafluoride gas and 2) refurbish them to original operating condition by replacing internal components that have broken down due to normal wear and tear and exposure to the elements. After the refurbishment the pulsers w ill have the capability to reliably operate using dry, compressed air as the working gas and without electrical breakdown. The Army is planning to pay for the refurbishment of ten (10) pulsers. ARLs technical requirements are based on the Government-owne d asset, Titan Systems Corporation Part Numbers 43734A and 43733A, used in 450 KV flash x-ray system. The following are the expected tasks to accomplish for this refurbishment: Air conversion and refurbishment of pulser (pulser model identified as Titan p art number 43734A) used in 450 KV flash x-ray system. Air conversion will allow pulsers to operate with dry, compressed air (instead of currently required sulfur hexaflouride gas) to prevent electrical breakdown. Refurbishment includes complete replacemen t of all o-rings, spark balls, plungers, springs, trigger ball assembly, and electrical test of all modules to verify proper function of refurbished pulser. Testing and pressure certification of 450 KV remote tube head to verify that tube head will operate properly at the increased working pressure created by the air conversion of the associated pulser. Air conversion control panel for 450 KV flash x-ray syst em, part number 130-195100 Air conversion and refurbishment for pulser (pulser identified as Titan part number 43733A) used in 300 KV flash x-ray system. Air conversion will allow pulsers to operate with dry, compressed air (instead of currently req uired sulfur hexaflouride gas) to prevent electrical breakdown. Refurbishment includes complete replacement of all o-rings, spark balls, plungers, springs, trigger ball assembly, and electrical test of all modules to verify proper function of refurbished pulser. Testing and pressure certification of 300 KV remote tube head to verify that tube head will operate properly at the increased working pressure created by the air conversion of the associated pulser. Air conversion control panel for 300 KV flash x-ray system, part number 130-195200 The shipping assumption is that government arranges and pays for shipment of pulsers/tube heads to contractor to include disassembly and reassembly. Delivery is required by 6 months after receipt of order. Delivery shall be made to U.S. Army Research Laboratory, ATTN: AMSRL-WM-MA, Bldg. 434, Aberdeen Proving Ground, MD 21005-5001. Acceptance shall be performed at U.S. Army Research Laboratory, Aberdeen Proving Ground, MD 21005-5001 Final acceptance of this system will be made only after unit is assembled, tested, and found compliant by the Government end user. The FOB point is Des tination. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this s olicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contracting Officer shall make a best value award decision based on the following evaluation factors: Technical approach of the item offered to meet the Governments requirements; Price; Past Performance, and Delivery Schedule, in descending order of importance. Technical approach and past performance, when combined, are more important, when compa red to price. Delivery schedules are important to the Government and will be evaluated separately, but will be given a lower importance than price. The Government will award a contract to the offeror whose offer conforms to the stated tasks outlined herein . Prices must be furnished as firm fixed price. The Government reserves the right to make an award without discussions. The technical evaluation will be a determination of the offerors ability to deliver a complete refurbished pulser that meets the state d requirements and shall be based on information furnished by the offeror. The government is not responsible for locating or securing any information that is not identified in the proposal. To ensure sufficient information is available, vendors must furnis h as part of their proposal all descriptive material necessary for the Government to determine whether the proposal(s) meets technical requirements. Past performance will be evaluated based on information provided by the offeror as to actual performance of similar tasks for industry or government agencies (contractor format for past performance data is desired). Past performance will consider the reviews/ratings of other users who presently use or used offerors services and ability of the offeror to meet de livery schedules. Offerors must include records of at least three recent jobs, within the last 5 years, and identify a point of contact for each by providing a name and telephone number. Failure to submit past performance information (or to address past p erformance) with your proposal will result in your proposal being made non responsive. Technical capability is more important than price, and the contracting officer may make award to other than the lowest priced offeror. The Government reserves the right to make an award without discussions. Offerors shall include a completed copy of the provision at FAR 52.212- 3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
