Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a combined solicitation /synopsis. The solicitation number is FQ500440280500. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North America Industry Classification System (NAICS) code is 332420; the size standard is 500 Personnel. Eielson AFB requires offerors to quote on the following line items: LINE ITEM 0001: 6 each rental or lease of 10,000 Gallon fuel storage tanks for a period of 12 months. LINE ITEM 0002: 1 each rental or lease of 25,000 Gallon fuel storage tanks for a period of 12 months. Tank shall be double-walled, skid mounted, vented, equiped with overflow protection, and marked diesel. NOTE 1: IN CASE OF LEAKAGE-THE US AIR FORCE WILL HAVE THE AUTHORITY TO PREFORM EMERGENCY REPAIRS. NOTE 2: CONTRACTOR WILL BE RESPONSIBLE FOR ALL OTHER SERVICE, MAINTENANCE, OR REPLACEMENT AS APPLICABLE. Offerors may submit a quotation for the items specified or any other manufacturer’s product that is equal in terms of specific function and quality to the specified items. All quotations will be FOB destination. FOB point is Blair Lakes Range Alaska. The required delivery date is not later than the first week of March 2004. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Prospective offerors will submit their quotations on letterhead stationery, in accordance with FAR 52.212-1 (b)(1-9,11). In accordance with FAR 52.212-1 (b)(4) offerors must submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the RFQ. This may include product literature or other documents if necessary. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this RFQ and resultant order. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this RFQ. Specifically, the following cited clauses are applicable to this RFQ: FAR 52.222-21 Prohibition of Segregated Facilities, FAR 52.222-26 Equal Opportunity; FAR 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36 Affirmative Action for Handicapped Workers; FAR 52.222-37 Employment Reports on Special Disabled Veterans on the Vietnam Era; FAR 52.222-19 Child Labor-Cooperation with Authorities and Remedies;, 52.232-33 FAR Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.225-1 Buy American Act- Balance of Payment Programs-Supplies; FAR 52.225-13 Restrictions on Certain Foreign Purchases; FAR 52.225-15 Sanctioned European Union Country End Products. OFFERORS MUST INCLUDE WITH THEIR OFFER A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, OFFERORS REPRESENTATION AND CERTIFICATION-COMMERCIAL ITEMS. Award will be based on the lowest priced quotation meeting the technical requirements. Quotations are due no later than 24 February 2004, 4:00 p.m. A.S.T.
