Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Aeronomy Laboratory (AL) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with The University of California at Berkeley (U of C) to perform measurements of NO2, peroxy nitrates, alkyl nitrates, HNO3, and N205 at Chebogue Point, Nova Scotia. U of C has the necessary instruments to perform these measurements to detect NO2 with sensitivities better than 10 ppt/min and NO3 better than 50 ppt/min. The NO2 measurements must be accurate to better than 5% and NO3 to better than 15%. Upon completion of approximately 45 days worth of measurements, a report will be issued to NOAA Aeronomy personnel for review and acceptance. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). FAR Clauses in full text are available at http://www.ARNET.gov/far/. This synopsis is issued for information only. No competitive solicitation is planned. Based on our market research, this University has the only group with the demonstrated capability to make these measurements at the accuracy level needed. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
