Description
The 46 Test Wing in cooperation with other agencies is investigating the survivability of large transport aircraft. In preparation for the acquisition of necessary test assets, we are requesting sources that can supply aircraft and test articles suitable for survivability testing. The 46 Test Wing intends, within the next 30 days, to release a solicitation to acquire representative large aircraft and begin a multi-faceted evaluation aimed at understanding the survivability of this class of aircraft to the threats that they may face. We are seeking sources and options for the acquisition of a Boeing 747 aircraft and General Electric CF6 engines that are suitable for destructive vulnerability testing. A fully operational aircraft that can undergo functional ground testing is required to support the program. Both running and non-running engines are appropriate for the program. As a separate related requirement, sources are sought to provide ground operations & maintenance (O&M) support, including spare parts, for the aircraft over the next 3-5 years. The aircraft shall be delivered to and operated on Eglin AFB, Florida. The Government may contemplate single or multiple awards to fulfill these requirements and is interested in any and all options and/or ideas that may satisfy these objectives. Offerors may suggest options that involve single aircraft, multiple aircraft, multiple dissimilar aircraft, stand-alone engines/components, and/or any combination thereof that could meet the stated objectives. Offerors are required to submit via email a 3-5 page description of their concept/options for meeting this objective. Offerors are encouraged to contact the technical point of contact (POC) to discuss potential concepts prior to responding. The Offeror shall also include a summary of their qualifications and experience with a cover letter. If email capability is not available, submit three copies of the concepts to the technical POC at the address shown below. The results of the sources sought concepts may be used to structure the upcoming solicitation. Proposals in response to the solicitation may be evaluated based on technical merit in addressing the objectives described in this announcement, the past performance of the offeror in accomplishing similar work, and the overall cost to the Government. The 46 TW anticipates a formal solicitation to be published within 30-days of the conclusion of this announcement. DO NOT SUBMIT FORMAL PROPOSALS UNTIL THE FORMAL SOLICITATION IS PUBLISHED. The Government reserves the right to cancel this announcement at any time and shall not be liable for any cost of proposal preparation or submission.
