- Description
- The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Knowledge Access & Services International, Kensington, MD, under the authority of FAR 13.106-1(b), Simplified Acquisition Procedures. The object of this requirement is to provide services to plan the 36th Joint Meeting of the Panel on Wind and Seismic Effects to be held in May 2004. Services include the following: Prepare for, conduct, and develop highlights of two US-side Panel Domestic Meetings to include identifying the themes, technical sessions, and authors for the U.S.-side technical papers; Prepare and disseminate the bi-monthly eNewsletter, Panel Update adopted at the 35th Joint Panel Meeting; Develop the Panel's May 2004 Technical Meeting Agenda; Develop Guidelines and a template for preparing Panel Manuscripts and distribute them to U.S. and Japan-side Members with manuscript due date to NIST; Prepare guidelines for Panel Members Biographical Sketch based on a call to US and Japan Panel Members; Develop Individual Task Committee (TC) Reports. Working with the US and Japan-sides Chairs produce draft reports for discussion at the Panel Meeting; Review each manuscript for format and content and assure all NIST authored manuscripts are WERB reviewed and approved. Assemble all manuscripts following the agenda's themes into a package for NIST's Printing and Duplicating Unit to photocopy as Pre-Proceedings that will be used by the members during their Panel Meeting; Assemble Directory and coordinate photocopying with NIST's Printing and Duplicating Unit. Follow past formats for receiving NIST approvals; Develop the Panel's Technical Site Visit Itinerary. For each technical site visit location, work with the designated official(s) to plan the Site Visit and develop a detailed agenda of the day's activities and develop a travel itinerary including identifying airline flights and book hotels and restaurants for the Joint Delegation; Coordinate the three-day Panel Meeting with NIST's Conference Facilities; Assist in preparing handouts, technical presentations, compiling the reports from the Panel Meeting and technical site visits; Participate in the 36th Joint Panel Meeting and the Technical Site Visits; Develop report of the Panel Meeting and Technical Site Visits -- to be included in Proceedings; Prepare Camera Ready Manuscript, 36th Proceedings, Wind and Seismic Effects that includes Preface, Abstract, Meeting Agenda, List of Panel Members, List of Task Committee Members, Resolutions, Technical Manuscripts presented under each Theme, Task Committee Reports, and Highlights of the Panel's Technical Meetings and Site Visits; Submit manuscript for WERB for approval, modify as required, and submit manuscript for printing as an NIST Special Publication (SP); and Distribute NIST SP Proceeding, Wind and Seismic Effects to US and Japan Panel members. Knowledge Access & Services International is the only source for this service as Noel Raufaste, President of Knowledge Access & Services International, is uniquely qualified in that he formerly served as the Secretary-General for the U.S.-Japan Cooperative Program in Natural Resources Panel and he has an intimate knowledge of the details required to perform this work. The period of performance will be from date of award through September 15, 2004. Portions of the work will be performed at NIST, Gaithersburg, MD. The anticipated award date is on or about (10) calendar days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed purchase order is based upon responses to this notice is solely within the discretion of the Government.
