- Description
- The U.S. Department of Energy, Idaho Operations Office, intends to negotiate a sole-source contract, under the authority of FAR 6.302-2, with Energetics, Inc., a subsidiary of VSE Corporation, located at 7164 Columbia Gateway Drive, Columbia, MD 21046, to provide technical support DOE's Office of Nuclear Energy (DOE-NE) in the following areas: 1) Provide expert, independent technical review and analysis of industry-generated reports. These independent reviews are intended to provide expert engineering input to DOE with respect to their appropriate technical depth and breath; and in analyzing and validating the reported results for use in future NP 2010 program-related efforts. The contractor will be required to provide written comments documenting their expert review and analysis of the provided reports; and, 2) Develop a section of the report on the Benefits of Nuclear Power on Air Quality. The report is intended to be a joint DOE/U.S. Environmental Protection Agency effort as recommended in the National Energy Policy. This award will be made using Simplified Acquisition Procedures (FAR 13). Solicitation DE-RP07-04ID60507 is being competed through GSA for any further required work. However, the work effort performed under this award is time-sensitive and completion is necessary prior to the expected award date of the competitive solicitation. Therefore, NE-ID will be contracting with Energetics, Inc. for a period of four months in order to provide continuity of service. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Energetics, Inc. Responses are due by 02 Mar 2004, 2:00 p.m. (MST).
