Description

THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Yale University, 142 Temple Street, Suite 301, New Haven, Connecticut 06510. The purpose of this procurement is to develop and provide assistance to 11 of the Healthy Start programs overseen by the Maternal and Child Health Bureau to assist in mental health systems building for women experiencing perinatal depression and to provide training for program and community staff. Yale University is deemed the only source that can provide this service, for Yale University developed four (4) proprietary tools (Patient-Provider Assessment, Outreach to Moms, Barriers to Care and Follow-Up Tool) for assessing the gaps in community mental health delivery systems. These instruments are only available through Yale and have been validated in numerous communities that have received assistance from Yale This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is for one (1) year. In accordance with FAR 6.302-1, a Justification for Other than Full and Open Competition is on file.
