**THE DEPARTMENT OF HUD PLANS TO NEGOTIATE AND AWARD WITH B&W ON A SOLE SOURCE BASIS FOR THE WORK DESCRIBED BELOW. IF YOU BELIEVE YOUR COMPANY HAS THE CAPABILITY TO PERFORM THIS WORK PLEASE SUBMIT A CAPABILITY STATEMTENT TO THE POINT OF CONTACT** Statement of Work for HUD Office of Human Resources (OHR) Staff Support Services For Recruitment, Staffing, and Classification of Employees 1.0 GENERAL 1.1 Scope of Work This Statement of Work (SOW) covers Staff Support Services that are required to augment the staff of the HUD Office of Human Resources (OHR). The purpose of the contract is to support the Staffing and Classification Division, where significant downsizing or under-staffing has occurred. The staffing support also will reduce the negative impact of the inability of OHR to recruit a competent workforce due to FTE constraints. Finally, the Staff Support Services of this contract will enhance the OHR capability to provide efficient, quality and timely customer service. Support to the Division will be provided through individual delivery orders written to accomplish specific tasks. 1.2 Background The contractor will support the HUD OHR with strategic human resources planning and management to include, but not be limited to orientation, coordination and integration of new staff assets into the Department, and devising, designing, developing and implementing strategies, programs and initiatives, especially those which contribute to the Department?s priorities relating to ?Human Capital Management.? Identifying the array of options available in managing human resources throughout the serviced organizations, and presenting those options in the context of their respective advantages and disadvantages is an inherent aspect of the strategic support the contractor will provide. The contractor?s distinguished subject-matter experts will provide creative approaches to achieve the Department?s HR vision, maximizing the return for the investment of Human Capital. 1.3 Contractor Personnel Requirements At a minimum, the contractor shall perform according to the following requirements: 1. The contractor will carry out recruitment actions, utilizing both delegated examining and merit-staffing policies and procedures insuring that all personnel actions comply with the applicable provisions. Only certified specialists will issue delegated examining rosters. 2. The contractor will serve as an HR advisor to provide technical expertise, information and advice to rating panels/evaluation officials. 3. The contractor will provide information and strategies to Government managers on the effective use of the merit promotion career development and entry-level programs. This includes use of direct hiring and other authorities as appropriate. 4. The contractor will use appropriate electronic files and databases in the performance of this tasking. 5. The contractor will provide Government management with relevant information and advice and assist with development of job analysis, crediting plans and identification of subject matter experts. The contractor will rate applicants by applying government management approved crediting plans. 6. The contractor will provide assistance with the conduct of minimum qualifications analyses, applying Office of Personnel Management (OPM) Qualification Standards for General Schedule (GS) and Federal Wage System (FWS) positions to determine minimum qualifications for employees. 7. The contractor will: write or re-write position descriptions (PDs) and provide evaluation statements in the narrative and factor evaluation system (FES); interview management officials, supervisors, and/or specialists to determine proper duties and responsibilities; prepare PDs in draft for review by the appropriate individuals to discuss proposed changes; classify all types of PDs in different occupational series, e.g., administrative, scientific, engineering, technical, management, and clerical support; and provide advisory classification recommendations. 8. The contractor will develop standard PDs, as well as, review existing and proposed PDs against staffing plans, analyzing grade structure and position management strategies. 9. The contractor will perform desk audits of requests for newly established or accreted positions and prepare written evaluations. 10. The contractor will apply the General Schedule Supervisory Grade Evaluation Guide to supervisory positions and prepare written evaluations. 11. The contractor will apply all new classification standards to established PDs and prepare written evaluations. 12. The contractor will prepare curriculum and deliver classification seminars and training to new and seasoned supervisors and managers. 13. The contractor will conduct studies of various occupations, which may require implementation of new classification standards, organizational reviews, position reviews, desk audits, and fact-finding. 1.4 Other General Requirements The contractor shall bear all responsibility for all personnel in their employ during the administration of this contract. As such, the contractor is responsible for ensuring that all personnel meet the requirements with respect to security/clearances, as required. All Contractor Personnel shall wear identification badges at all times, while on Government property. In addition, the safety and welfare of the contractor?s personnel shall remain a part of the contractor?s responsibility. Contractor personnel shall be available, as required, to meet the demands of the HUD OHR. 2.0 DEFINITIONS For the purpose of this contact, all work by the contractor is to be performed at either the contractor?s local office or at the HUD offices located in Washington, DC metro area. The contractor will also be available to meet at the HUD OHR Headquarters Office, as needed, for meetings and/or briefings. 3.0 GOVERNMENT FURNISHED PROPERTY/DATA SERVICES Much of the work to be completed under this contract is to conduct technical and functional tasks in the same manner as required by OHR. As such, the Government must provide the contactor with policies, regulations, and case files, to ensure that the Staffing Procedures applied are in accordance with the current Federal Regulations. Office space will be designated in the HUD Headquarters? where work is to be performed by the contractor. 4.0 CONTRACTOR FURNISHED ITEMS The contractor shall furnish all facilities, equipment, and material necessary to perform to work described by this SOW, except those items to be furnished by the Government as listed in Section 3.0 above. 5.0 DELIVERABLES The contactor will provide position descriptions and job classification determinations as requested by OHR. The contractor will provide weekly certificates of eligible candidates for vacant positions. The contractor will provide weekly reports describing work accomplished and hours expended in accomplishing that work. Input to weekly Pipeline Reports must be provided to the OHR Specialist identified as the portfolio manager.
