Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number BPD-04-CI-0027 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. The Bureau of the Public Debt on behalf of the African Development Foundation (ADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, is recruiting an individual on a personal service contract basis for the position of Investment and Trade Support Analyst. The services will be required for approximately 36 months. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. Background. The African Development Foundation (ADF) is recruiting individuals on a contract basis to serve as an Investment and Trade Support Analyst (ITSA) in Africa. Up to four individuals will be contracted on a personal services basis to be based in various countries in Africa. The contractors? primary responsibility will be to provide training and technical assistance to ADF partner organizations in Africa in principles and techniques of business analysis, market and financial analysis, and proposal development for projects to be funded by the Foundation. The partner organizations are local non-governmental organizations (NGOs), which provide support to ADF applicants and grantees in each country in which ADF operates. The contractor will be based in one of the countries in which ADF is actively funding small business projects (Benin, Botswana, Ghana, Guinea, Mali, Namibia, Niger, Nigeria, Senegal, Tanzania, Uganda or Zambia). After an initial orientation and training to be provided by the ADF, the ITSA will travel regionally to provide training and assistance to ADF partner organizations. General Duties. The general duties of the contractor will include the provision of advice and technical assistance in the analysis of small business projects to ADF partner organizations. In addition, the contractor will as necessary, carry out project appraisal, financial analyses, industry research, marketing, performance monitoring, and project and program evaluation for small business projects funded by the Foundation. This work may be done directly or as a supplement to work done by partner organizations and other staff. The contractor will serve as a prime source of expertise in these areas. Tasks. The contractor will carry out the following tasks: 1. Deliver to each designated partner organization a set of training modules developed by ADF and its partners which focus on financial, market, business process and management analysis of potential small enterprise projects and which include the conduct of due diligence and implementation planning. The training will be conducted in the offices of each partner over a five-week period and will result in the production of one or more draft project proposals for consideration by the ADF. The contractor will attend a training of trainer?s workshop to be conducted in late April, in Africa, prior to delivering the initial training. 2. Provide advice and assistance to partner organizations or to applicants in the region in the areas included in the training and on similar issues such as microfinance, international trade and business analysis with a focus on developing the organic capabilities of the partner organizations. 3. Serve as an expert and professional advisor to ADF partner organizations in business and management analysis, market analysis, financial analysis of small to medium businesses in a variety of sectors, and related areas. 4. Review and provide feedback to ADF partners on partner products such as project papers and implementation plans. 5. Advise ADF on the progress and capacities of the partner organizations in the analysis and development of business type projects in order to assist ADF in its work with the partner organizations. 6. Refine training packages in consultation with the partner organizations and ADF. 7. As necessary, provide direct support to ADF applicants in developing proposals and preparing project papers for consideration by ADF. General Work Conditions. The contractor will be based in either the Foundation or the partner office located in one of the countries in which the Foundation is currently funding small business projects. ADF will provide all necessary office space and equipment. The contractor will be in travel status approximately 75% of the time visiting partner organizations in other countries or applicant sites. The applicant sites may be remotely located. Either ADF or the partner organization will provide transportation. Skills and Knowledge Required. The contractor must be skilled and experienced in all of the skills and capacities discussed under task 1 above. The contractor is required to have an MBA or a Masters in Finance or Economics from an accredited university and at least five years of experience in business or financial management. Experience in business or financial consulting for small-scale enterprises and/or experience in training delivery is required. Experience in the design, development, and implementation of small or medium-scale enterprise projects is strongly desired. The contractor should be articulate in written and spoken English. Local language proficiency is highly desirable and French language proficiency is required for two of the four positions. Salary and Benefits. Your fixed-price shall be all-inclusive to cover any benefits you would otherwise receive. Evaluation Criteria. Each offeror?s proposal will be evaluated according to the following factors: 1. Two to three years direct experience with trade and small business investment activities preferably in regard to Africa or developing countries. 2. Demonstrated ability to develop, implement, monitor and evaluate business development, trade and/or investment programs. 3. Hands-on experience related to financial analysis, financial modeling, business valuations, venture capital investing, project finance and/or trade financing. 4. Knowledge of best practices related to portfolio management, business appraisals, due diligence assessments, business plan development, market development, financial statement preparation and analysis, financial and program audits, and/or ethical compliance programs. 5. Substantial business documentation and presentation skills as evidence of ability to effectively interact with small business clients and/or prospective investors. 6. Hands-on management experience in a small business or corporation. 7. Demonstrated experience raising investment capital and/or mobilizing resources from private or public donors. Award ADF will evaluate all complete applications received by the deadline. ADF will select those most qualified giving consideration to the ADF?s regional staffing needs and language requirements to ensure full coverage of the ADF?s Africa-wide program. Award shall be made based on the best overall value to the Government. Technical experience is more important than price. Offerors shall submit their proposals in English by e-mail to Procurement@bpd.treas.gov. Proposals must be in US dollars. Proposals are due by March 11, 2004 by 2:00 p.m. EST. Your technical proposal must include a description of your experience as it relates to the tasks. You must include a resume and 3 references with contact information. You must submit a firm-fixed price for the base year and each option year. The firm-fixed price is to be all-inclusive, consisting of your salary and any benefits requested.
