Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number BPD-04-CI-0028 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-18. The Bureau of the Public Debt on behalf of the African Development Foundation (ADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, is recruiting an individual on a personal service contract basis for the position of Trade and Investment Advisor. The services will be required for approximately 48 months. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. Background. The African Development Foundation (ADF) is recruiting one or two individuals on a contract basis to serve as business and trade advisors in ADF?s Washington headquarters. The contractors? primary responsibility will be to provide professional advice and assistance to ADF management and staff focused primarily on its African trade and investment program. ADF?s trade and investment program is focused on promoting increased participation of indigenous African small and medium enterprises in international trade and investment flows. General Duties. The general duties of the contractor will include the provision of professional advice and assistance to ADF staff in the design and implementation of its trade and investment program including working with individual industries, countries or projects. In addition, the contractor will assist in the review and appraisal of existing or proposed projects including financial analysis, market analysis, industry research, management review and analysis, performance monitoring and evaluation. This will include both direct analysis and review of analyses carried out by others. The contractor will serve as a prime source of expertise in trade and investment polices and programs and in investment analysis. Tasks. The contractor will carry out the following tasks: 1. Serve as an expert and professional advisor to ADF staff and management on trade and investment issues as they relate to Africa. Prepare and disseminate within ADF industry and sector analyses to assist ADF program and country staff in identifying developing and documenting projects. Assist ADF in identifying areas of opportunity in trade and investment in the countries in which ADF operates. 2. Review and evaluate project proposals as a part of ADF?s proposal review process and make recommendations to ADF management and staff on the suitability of such projects for investment by ADF. 3. Serve as the principal subject matter expert within ADF in all areas of financial analysis, market analysis, business analysis and investment analysis. Participate in review and improvement of existing and proposed ADF policies and procedures in these areas. Provide technical advice and assistance to ADF staff, both domestic and abroad, in these areas. 4. Carry out special projects focused on the trade and investment area, as directed by ADF?s senior management. Produce reports, studies, reviews, etc. focused on specific industries, countries or markets in support of ADF?s programs. 5. Assist ADF in the periodic review of its business-type projects and identify and propose any necessary remediation activities to help ensure project success. 6. Provide training to other ADF staff and to ADF partner organizations in subject matter areas. 7. Represent ADF and interact with other U.S. Government agencies, international and business development service institutions, and U.S. private sector organizations in areas of mutual interest and benefit. General Work Conditions. The contractor will be based in the Foundation office located in Washington, DC. ADF will provide all necessary office space and equipment. The contractor will be in travel status approximately 15% of the time either internationally or domestically. Travel will be funded under a separate travel authorization issued by ADF. Skills and Knowledge Required. The contractor must be skilled and experienced in all of the skills and capacities discussed under the tasks above. The contractor is required to have an MBA or a Masters in Finance or Economics from an accredited university and at least three years of experience in business or financial management. Experience in business or financial consulting for small-scale enterprises is required. Experience in the design, development and implementation of small or medium-scale enterprise projects is strongly desired. The contractor must be a citizen or legal resident of the United States and have authority to work in the United States. The contractor should be articulate in written and spoken English. Fluency in French is highly desirable. Salary and Benefits. Your fixed-price shall be all-inclusive to cover any benefits you would otherwise receive. Evaluation Criteria. Each offeror?s proposal will be evaluated according to the following factors: 1. Two to three years direct experience with trade and small business investment activities preferably in regard to Africa or developing countries. 2. Experience with trade and investment activities preferably in regard to Africa or developing countries. 3. Demonstrated ability to develop, implement, monitor and evaluate business development, trade and/or investment programs. 4. Hands-on experience related to financial analysis, financial modeling, business valuations, venture capital investing, project finance and/or trade financing. 5. Knowledge of best practices related to portfolio management, business appraisals, due diligence assessments, business plan development, market development, financial statement preparation and analysis, financial and program audits, and/or ethical compliance programs. 6. Substantial business documentation and presentation skills as evidence of ability to effectively interact with small business clients and/or prospective investors. 7. Hands-on management experience in a small business or corporation. 8. Demonstrated experience raising investment capital and/or mobilizing resources from private or public donors. Pricing. Pricing may be negotiated, but offerors should submit their best offer initially. Travel will be funded under separate travel authorizations issued by ADF. No relocation allowance will be provided under the contract. Your proposed salary must be all-inclusive and should provide for option year pricing. Award. Award shall be made based on the best overall value to the Government. Technical experience is more important than price. Offerors shall submit their proposals in English by e-mail to Procurement@bpd.treas.gov. Proposals shall be in US dollars and shall contain a firm-fixed price for the base and each option year. Proposals are due by March 11, 2004, by 2:00 p.m. EST. You must include a resume and 3 references with contact information. You must submit a firm-fixed price for the base year and each option year. The firm fixed price is to be all-inclusive, consisting of your salary and any benefits requested. Please provide evidence of health insurance coverage.
