Description
NAICS Code: 541620 This Pre-Solicitation Notice is NOT a Request for Quotation (RFQ). Any submission by an interested candidate will NOT be looked at by the EPA at this time. The North American Industry Classification System (NAICS) code is 541620. The United States Environmental Protection Agency (EPA) has a requirement to provide the Environmental Science Research Division, Office of Research and Development (ORD) with Student Services. The Fiscal Year 2003 Consolidated Appropriations Resolution authorized ORD to acquire personal services through temporary or intermittent student services. Only Recent Graduates (graduated within one year) who have a bachelors or masters degree from an accredited college/university, in technical writing, journalism or communications may apply. The applicant must be at least 18 years of age. The student shall be subject to a background check, FBI fingerprint check, and a suitability determination by the EPA. The student shall sign and date the Student Acknowledgment of Special Terms before work under the contract commences. The student contractor shall register with the Central Contractor Registration (CCR) and Dun & Bradstreet (DUNS). Registration for CCR may be done at http://www.ccr.gov ; registration for DUNS may be done at http://www.dnb.com/eupdte. The resultant contract will require student services to assist with research, development and writing articles on NCER-funded grants that can be used on the NCER website. Tasks under the Statement of Work include writing descriptions of research projects in specific areas, awards received by NCER-funded grantees and small businesses, or results of seminars or conferences. The anticipated contract will be Firm Fixed Price. The hourly rate is commensurate with the level of education and experience; the rate for a recent graduate is anticipated to be $13.62 with a BA/BS and $20.64 for an MA/MS. The student contractor shall be responsible for paying all Federal, State, and Local taxes, Social Security taxes, Medicare, and all other applicable taxes. The anticipated period of performance will be 04/01/2004 through 03/31/2005, with a possible extension of another 12 months. The Request for Quotation (RFQ) will be posted on the Internet on or about March 12, 2004 Resumes/Quotes shall be due approximately Seven (7) days after the RFQ issuance date.
