Description
The Naval Air Systems Command is planning the acquisition to provide all maintenance and logistics services and materials required to support and maintain a total of 120 TH-57B and TH-57C aircraft. One hundred and eighteen (118) TH-57B and TH-57C aircraft are based at NAS Whiting Field, Milton, Florida and are utilized to train student naval aviators in the fundamentals of helicopter flight for transition to operational fleet aircraft in the U.S. Navy, U.S. Marine Corps and selected international armed forces. Two (2) TH-57C aircraft are operated at the Naval Air Warfare Center, (NAWC), Patuxent River, MD. These helicopters perform utility, training and photo-chase missions. Additionally, nine (9) aircraft are forecasted to be returned from inactive to active status in FY 05 – 07. The TH-57 is the Navy’s basic helicopter for undergraduate pilot training. The contractor will provide services and materials for organizational, intermediate and depot level maintenance. The contractor also provides services such as: maintenance management, material management and engineering support. The contractor repair facilities are certified by the Federal Aviation Administration (FAA) under Federal Aviation Regulation (FAR) Part 145. Replacement parts and life-limited components are procured via FAA certified sources. This acquisition will be a five-year services contract consisting of one base year and four option years commencing 1 October 2004 and ending 30 September 2009. A draft Performance Work Statement (PWS) and a draft section B and Section C of the proposed solicitation are available under the NAVAIR Electric Solicitation Website at http://www.navair.navy.mil/doing_business/open_solicitations/ under N00019-04-R-0114. Request for proposal will be available on the NAVAIR Electric Solicitation Web site on or about 31 Mar 2004 with proposals due back on or about 30 Apr 2004. Pre-Solicitation Conference/Site Visit is planned for on or about 23 Mar 2004. Award is planned for on or about 15 August 2004, with a one-month phase in and performance start date of 1 Oct 2004.
